Abstract
Bu çalışma, kuramsal açıdan ceza/cezalandırma ve suç ilişkisini
konu edinmektedir. Bu çerçevede makale, cezalandırmanın suç oranları
üzerindeki işlevi üzerinde odaklaşarak, ceza yaptırımlarının bireyleri suç
işlemekten caydırıp caydırmadığı sorunsalını irdelemektedir. Çünkü, suçla
mücadele kapsamında, bireylerin suç işlemelerinin engellenmesinde veya
suç oranlarının azaltılmasında, cezaya ilişkin yaptırımların caydırıcılık
açısından ne anlama geldiğinin saptanması önem arz etmektedir.

This study examines the relations of punishment and crime from the
theoretical point of view. From this view point that article is analyzes the
problem of whether the criminal sanctions deter the people from committing
crime or not by focusing on the effect of punishment on crime rates. It is of
great importance to know the meaning of the sanctions associated with
punishment for preventing the individuals from committing crime or
decreasing crime rates.
