Abstract

Bu çalışmada, Türkiye’de ikamet eden yabancı öğrencilerin devam edebildiği milletlerarası özel okullara ilişkin mevcut durum analiz edilerek bu okullarla ilgili temel sorunlar ile muhtemel risk alanları, literatür ve mevzuat çerçevesinde ortaya konulmuştur. Çalışmada Türkiye’deki milletlerarası özel okulların genel olarak “milletlerarası” olma niteliğinden uzak olduğu, bu okullara yönelik sistematik ve bütüncül bir eğitim politikası oluşturulmadığı, mevzuatın yetersizliği ve okulların eğitim-öğretim süreçlerinin farklılığı nedeniyle denetim süreçlerinde zorluklar yaşandığı, geçici koruma/uluslararası koruma sahibi yabancı öğrencilerin bu okullara kaydının toplumsal entegrasyon sürecini olumsuz etkilediği, okulların açılış sürecinde mütekabiliyet ilkesine riayet edilmediği görülmüş; tespit edilen hususlar doğrultusunda çeşitli önerilere yer verilmiştir.

INTERNATIONAL PRIVATE SCHOOLS IN TURKISH EDUCATION SYSTEM: CURRENT SITUATION, PROBLEMS AND SOLUTION SUGGESTIONS

Abstract

In this study, the current situation regarding international private schools have been analyzed and the main problems and possible risk areas related to these schools have been revealed within the framework of literature and legislation. In the study, it has been observed that international private schools in Turkey are generally far from being “international”, a systematic and holistic education policy has not been established for these schools, due to the inadequacy of the legislation and the differences in the education and training processes of schools, there are difficulties in the inspection processes, the registration of foreign students under temporary/international protection to these schools adversely affects the social integration process, the principle of reciprocity is not respected in the opening process of the schools. Various suggestions were made in line with the identified issues.
