Probable Contributions of Structuring Activities of the Government-University and Industry Partnership (GUIP) to the Development of Turkish Industry

Abstract

This study is a research about the Government-University- Industry Partnership (GUIP) Work Group, GUIP City Planning and Development Committee and Council of Higher Education Permanent Committee which were designed and established by the Ministry of Science, Industry and Technology (MSIT) to achieve Government-University-Industry Partnership throughout the country. Probable effects of this public policy, which was identified for the first time within Turkish policy framework, on a sustainable independent industrialization based on R&D and innovation and able to produce added value, were discussed. Besides, its probable contributions to producing intermediate goods of manufacturing industry, which according to 2012 import data cost 150 billion dollars that year, in the country were handled. While analysing the contributions, structures of regions with different industrialization levels were considered and how to benefit from the regions within optimal output context for the purpose of achieving targets of the country was handled.
