KIRILGAN BEŞLİDE İKİZ AÇIK HİPOTEZİNİN PANEL NEDENSELLİK ANALİZİ İLE TEST EDİLMESİ

Abstract

Bütçe açığı ile cari açık arasındaki ilişkinin varlığı ve bütçe açıklarından cari açığa doğru olan nedensellik ilişkisi ikiz açık olarak nitelendirilmektedir. Bu çalışmada uluslararası sermaye hareketlerinden ulusal para birimlerinin olumsuz etkilenmesi ve iç tasarrufların yetersiz olmasına bağlı olarak cari açıkların finanse edilmesinin zorlaştığı kırılgan beşli ülkelerinde ikiz açık hipotezinin varlığı Dumitrescu-Hurlin (2016) panel nedensellik analizi ile test edilmiştir. Kırılgan beşli ülkeleri 2013 yılında para ve sermaye piyasalarında ortaya çıkan dalgalanmaların ardından ulusal para birimleri değer kaybeden Brezilya, Hindistan, Endonezya, Türkiye ve Güney Afrika ülke ekonomilerinden oluşur. 2000-2018 dönemini kapsayan analizde Dumitrescu-Hurlin (2016) panel nedensellik analiz sonuçları bütçe açıkları ile cari açıklar arasında tek yönlü bir ilişkinin varlığına işaret etmektedir. Nedensellik analiz sonuçlarına göre nedenselliğin yönü cari açıklardan bütçe açıklarına doğrudur. Dolayısıyla incelenen dönemde kırılgan beşli ülkeleri için ikiz açık hipotezi geçerli değildir.
