SÜRDÜRÜLEBİLİR KALKINMA YAKLAŞIMINA YENİ BİR BOYUT: ETİK

Abstract

Bu çalışmanın amacı iktisadi büyüme, ekolojik denge ve toplumsal gelişim modellerini öneren sürdürülebilir kalkınma yaklaşımını etik değerler çerçevesinde değerlendirmek ve temel ilkelerini ortaya koymaktır. Bu kapsamda çalışma yerleşik sürdürülebilir kalkınma düşünce yapısını eleştirel bir bakış ile sorgulamaktadır. Çoğu ülke tarafından benimsenen mevcut kalkınma anlayışı insanoğlunun yanı sıra diğer canlı ve cansız varlıkların bugünü ve geleceği için tehlike oluşturmaktadır. Ekolojik endişeler sebebiyle yaygınlaşan sürdürülebilir politika ve stratejilere çoğu ülkede karar verilmesi ve uygulanması beklentinin aksine zor olmaktadır. Bu zorluğun temel gerekçesi olarak ise kavramın ihtiva ettiği belirsizlikler sebebiyle ülkeler tarafından bu yaklaşıma farklı anlamlar yüklemeleri gösterilmektedir. Bu yaklaşımın etik ilkeler çerçevesinde değerlendirilmesinin yanı sıra “hak, adalet ve ihtiyatlılık” gibi evrensel prensiplerin açıklanması sürdürülebilir politika ve stratejilere karar verilmesi ve uygulanmasında kılavuzluk ederek bu yaklaşımın daha fazla yaygınlaşmasını sağlayacaktır.
