AI-SUPPORTED MITIGATION OF COGNITIVE BIASES IN STRATEGIC DECISION SUPPORT SYSTEMS: A CONCEPTUAL MODEL

Abstract

This study proposes a multi-layered conceptual framework that integrates behavioral science, artificial intelligence (AI), strategic decision analysis, and operations research to address cognitive biases in complex decision-making environments. Existing literature examines cognitive biases, AI-based decision support, and strategic planning tools separately; however, an integrated model that connects bias diagnosis with hierarchical strategic models and quantitative validation remains limited. The proposed framework is structured in four analytical layers: cognitive bias identification, mapping of phase-specific vulnerabilities within the Mission-Objective-Strategy-Tactics (MOST) framework, AI-supported mitigation through the TOWS matrix, and Operations Research/Industrial Engineering (OR/IE)-based validation conceptual architecture. The study is conceptual and integrative; it does not provide full-scale empirical validation but develops a theoretically grounded architecture that translates behavioral vulnerabilities into actionable and measurable decision-support mechanisms. An exploratory analysis using a large language model (LLM) and a four-layer prompt architecture comprising system instructions, role definition, context, and task instructions identifies authority, optimism, and framing bias signals in an EMGF policy narrative. The framework also outlines how Likert-scale bias indicators, Monte Carlo simulation, sensitivity analysis, and multi-criteria decision analysis may be used in future studies to evaluate bias reduction and decision quality improvement. By combining human judgment, AI-based analytical support, and OR/IE validation, the article contributes to behavioral operations management, hybrid intelligence, and strategic decision-support research.
