BÜYÜKŞEHİR BELEDİYELERİNİN STRATEJİK PLANLARINA (2025-2029 DÖNEMİ) YÖNELİK İSTANBUL, ANKARA VE GAZİANTEP ÖRNEKLERİ ÜZERİNDEN BİR DEĞERLENDİRME

Öz

Bu araştırma İstanbul, Ankara ve Gaziantep büyükşehir belediyelerinin 2025-2029 dönemini kapsayan stratejik planlarında bildirdikleri misyon, vizyon, temel değerler ve amaçların karşılaştırmalı olarak analiz edilmesi amacıyla yürütülmüştür. Bu kapsamda kendi resmi internet sitelerinde bulunan 2025-2029 dönemini kapsayan stratejik planları nitel araştırma yöntemlerinden içerik analizi yöntemi ile analiz edilmiştir. Analizler çerçevesinde belgeler arasındaki benzerlik oranlarının tespitine yönelik Kuckart-Radiker Zeta benzerlik ölçütü kullanılmıştır. Araştırma sonucunda; her kentin kendi coğrafyasına, tarihine, yerel kültürüne, dinamiklerine, kent kimliğine uygun bildirimlerde bulundukları, Ankara’nın bildirimlerinde başkent oluşunun, kurumsallığının, tarihi ve kültürel yapısının, Gaziantep’in bildirimlerinde yerel kalkınma, afet yönetimi, çevre, sürdürülebilirliğin, İstanbul’un bildirimlerinde ise mega kent oluşunun, evrensel ve küresel bakışının, insan odaklı hizmet anlayışının ve yönetişim anlayışının izleri tespit edilmiştir.
