KÜRESEL SAĞLIK KRİZİNİN EKONOMİYE ETKİLERİ VE MALİ ÖNLEMLER: TÜRKİYE ÜZERİNE BİR İNCELEME

Abstract

Covid-19 Pandemisi, 2019 yılının sonundan bu yana küresel ekonomiyi olumsuz etkilemeye ve devletler üzerindeki yükü artırmaya devam etmektedir. Bu çalışmada, hükümetlerin açıkladıkları destek paketleri ile maliye politikası tepkilerinin izlenmesi hedeflenmektedir. Bu amaçla pandemi sürecinde ilan edilen destek paketlerine ilişkin bilgilerden yararlanarak, alınan mali tedbirler uluslararası düzeyde karşılaştırılmıştır. Aynı zamanda Pandemi sürecinde Türkiye’de mali harcamaların boyutu, maliye politikası hedefleri ve kullanılan maliye politikası araçlarının nelerden oluştuğu analiz edilmiştir. Hem Dünya genelinde hem de Türkiye’de alınan mali tedbirlerin analiz edildiği bu çalışmada nitel bir araştırma yürütülmüştür. Çalışmada, pandeminin neden olduğu ekonomik kayıplar ile mücadelede devlet müdahalesinin zaruri olduğu, tüm dünya da olduğu gibi ülkemizde de pandemi sürecinde ilan edilen mali paketler, vergi ertelemeleri ve desteklerin harcamaları artırarak genel devlet dengesine olumsuz etki ettiği sonucuna ulaşılmıştır. Pandemi ile mücadelede devlet desteği sürecin sonuna kadar devam etmeli, borç yönetimi ve finansman ihtiyacı için yeni gelir olanakları sağlanmalıdır.
