ASKERİ PERSONELİN NİTELİĞİNİN ÖNEMİ

Öz

Askeri personelin niteliği, sadece silahlı kuvvetlerin etkinliğini değil, aynı zamanda ulusal güvenliği ve bağımsızlığı da etkileyen kritik bir faktördür. Bu makale, askeri personelin ihtiyaç duyduğu yetkinlikleri analiz etmek ve bu niteliği sağlamaya yönelik bütüncül (holistik) bir modelin gerekliliğini vurgulamak amacıyla hazırlanmıştır.
Çalışma, nitelikli askeri personeli şekillendiren temel bileşenleri kavramsal bir çerçevede incelemektedir. İlk olarak, askeri personelin yeterliliklerini doğrudan etkileyen eğitim programlarının kalitesi ele alınmaktadır. İkinci olarak, askeri personel yeterliliklerinin kavramsal çerçevesi ve temel boyutları incelenmektedir. Üçüncü olarak, bir ordunun operasyonel başarısını belirleyen kritik bir unsur olan komuta kademesinde liderlik ve yönetim becerileri üzerinde durulmaktadır. Bu konulara ek olarak, bir milletin ve ordusunun değeri ile güçlü olmasının koşulları tartışılmış; kurumsal etik ve askeri ruhun operasyonel etkinlik üzerindeki etkisi analiz edilmiştir.
Bu makale, askeri personelin niteliğinin önemini vurgulayarak, bir milletin ve ordusunun güçlü olması için gereken nitelikli askeri personelin sağlanması için sadece teknik eğitime odaklanmak yerine etik, liderlik ve pedagojik kaliteyi entegre eden bütüncül (holistik) bir modelin gerekliliğini teorik olarak ortaya koymaktadır.

Öz

The quality of military personnel is a critical factor affecting not only the effectiveness of the armed forces but also national security and independence. This article is prepared to analyze the competencies required by military personnel and to emphasize the necessity of a holistic model to ensure this qualification.
The study conceptually examines the core components that shape qualified military personnel. Firstly, the quality of training programs that directly impact the competencies of military personnel is addressed. Secondly, the conceptual framework and basic dimensions of military personnel competencies are investigated. Thirdly, the focus is on leadership and management skills at the command level, which constitute a critical element determining an army’s operational success. In addition to these topics, the value of a nation and its army, and the conditions for being strong are discussed; and the impact of institutional ethics and military spirit on operational effectiveness is analyzed.
By highlighting the importance of military personnel qualifications, this article theoretically demonstrates the necessity of a holistic model that integrates ethics, leadership, and pedagogical quality, instead of focusing solely on technical training, to ensure qualified military personnel necessary for a nation and its army to be strong.
