Byzantine Empire’s Efforts to Improve the Army in the Xıth and XIIth Century: the Pronoia System

Abstract

In the XIth century, the Byzantine Empire sought new ways out of its financial and military crisis. As a result of this search, the pronoia system emerged, a military-land based structure in which Imperial properties and revenues were granted to certain individuals on the condition of lifelong military service in return. The aim of this study is to examine how the financial and military situation of the Empire was reflected on the military systems and the efforts to improve the military under the pronoia system. The importance of this study lies in the fact that there is no study that examines the XIth and XIIth centuries, when the pronoia system gained a military character, and the Empire's financial and military recovery efforts. In addition to the main Byzantine and Islamic sources, our study utilizes local and foreign research works that contain detailed information about the pronoia system. Ancient Greek and Latin dictionaries were also utilized. As a result of the research, it was concluded that the Byzantine Empire escaped from the financial and military impasse it was in during this period with the pronoia system, but the system decayed over time for various reasons and corrupted the state in many ways.

Bizans İmparatorluğu’nun XI. ve XII. yüzyılda Orduyu Kurtarma Çabaları: Pronoia Sistemi

Abstract

Bizans İmparatorluğu XI. yüzyılda içinde bulunduğu mali ve askeri kriz durumundan kurtulmak amacıyla yeni yollar arayışına girmiştir. Bu arayış neticesinde İmparatorluk mülklerinin ve gelirlerinin belirli kimselere ömrü boyunca olmak ve karşılığında askerlik hizmeti vermek şartıyla verildiği, asker-arazi temelli bir yapı olan pronoia sistemi ortaya çıkmıştır. Bu çalışmanın amacı İmparatorluğun içinde bulunduğu mali ve askeri durumun ordu sistemlerine yansıyışını ve pronoia sistemi kapsamında orduyu iyileştirme çabalarını irdelemektir. Pronoia sisteminin askeri bir nitelik kazandığı XI. ve XII. yüzyıllar ile İmparatorluğun mali ve askeri iyileşme çabalarını inceleyen bir çalışmanın bulunmaması bu çalışmanın önemini ortaya çıkarmaktadır. Çalışmamızda Bizans ve İslam ana kaynaklarına ek olarak pronoia sistemi hakkında detaylı bilgiler içeren yerli ve yabancı araştırma eserlerinden faydalanılmıştır. Ayrıca Eski Yunanca ve Latince sözlüklerden de faydalanılmıştır. Araştırma neticesinde Bizans İmparatorluğu’nun bu dönemde içinde bulunduğu mali ve askeri çıkmazdan pronoia sistemiyle kurtulduğu ancak sistemin zaman içinde çeşitli sebeplerden dolayı çürüdüğü ve devleti birçok yönden yozlaştırdığı sonucuna varılmıştır.
