A Study on the Impact of Artificial Intelligence on Administrative Actions and Processes

Abstract

Over the last decade, artificial intelligence (AI) has become increasingly prevalent in the field of public administration, finding a wide range of applications, from providing basic public goods and services to supporting decision-making processes. While the increasing use of AI technologies in the public sector brings various opportunities to increase administrative efficiency and productivity, it also poses threats in legal, ethical and managerial areas. However, the extent to which these opportunities and threats manifest varies from country to country. The public administration structures, legal systems and AI-related technological advancements of each country play a decisive role in this differentiation. AI developments have directly impacted Turkish public administration, with AI technologies being used in many areas, from central government to local authorities. This study uses qualitative research methods to examine the impact of AI applications on administrative actions and procedures within Turkish public administration. It discusses the compatibility of AI applications with existing administrative law principles and analyses their potential effects on public personnel actions and procedures. Additionally, the technical and structural characteristics of AI are evaluated and interpreted from a legal standpoint, considering their influence on administrative decision-making processes
