Abstract
In the past century, populism has functioned to bring dictators such as Adolf Hitler in Germany, Francisco Franco in Spain and Benito Mussolini in Italy to power. Populism it rose again in the of Europe in the 21 st century and shaped the political discourse of nations. A number of government changes have taken place in European capitals, and some of them have drawn a route away from the democratic regime with the constitutional amendment. The main characters of this route change are; Hungarian Citizens' Union Party (Fidesz) in Hungary, the Rights and Justice Party (PiS) in Poland and the Austrian Liberation Party (FPÖ) in Austria have created authoritarian structures by using the tools of constitutional democracy against democracy.
Turkey's constitutional history is full of negativities of being deprived of the practice of "constitution making" shaped by the practices of military coups. Two different social projects were foreseen as a result of military coups; the Constitutions of 1961 and 1982, were put into effect to establish a "new order". In 2017 constitutional amendment provided a disruption to the tradition of establishing a new constitutional-political order in Turkish constitutional law with military coups. In the "Presidential Government System" brought with this amendment made in the 1982 Constitution, the structure and functions of strategic constitutional institutions were "transformed" and the authorities were concentrated in the hands of a singular authority and the actor representing it.
This article examines the practices of "abusive constitution" and the problems associated with authoritarianism that emerged under the rule of populism, by transforming into constitutional populism, and does so both in Turkey and in a global context.
