Abstract

Özet: Bu çalışmada birinei bölümde Avrupa Ekonomik Topluluğu'ndan
Parasal Birliğe ve günümüze kadar yaşanan gelişmeler özetlenmiş ve Maastricht
kriterleri açısından gösterdikleri gelişmeler incelenmiştir, ikinci bölümde ise aday
ülkeler için kabul edilen Kopenhag kriterleri detaylı olarak ele alınmıştır. Bu
kapsamda Avrupa Konseyi'nin Türkiye için kabul ettiği Katılım Ortaklığı
Belgeleri ve İlerleme Raporlarında özel olarak belirtilen hususlara da yer
verilmiştir.
Üçüncii bölümde ise AB'nin ortak bütçesinde yer alan gelir ve giderler,
kaynaklarına ve dönemlere göre incelenmiştir. Giderlerin önemli kısmı fonlara
ayrıldığı için ve bu fonlar içinde en büyük paya sahip olan tarımsal yönlendirme
ve Garanti Fonu ile ilgili olarak bilgi verilmiş ve AB ülkelerinin bu fondan 30
yılda aldığı miktarlar verilmiştir. Bu bölümde ayrıca Türkiye'nin AB ülkesi
olması durumunda ne kadar kaynak temin edebileceği konusunda bilgi
verilmiştir.
Dördüncü ve son bölümde ise AB'ye aday olan 12 ülke hakkında bazı
ekonomik bilgiler verildikten sonra, Türkiye ile birlikte Maastricht kriterleri
açısından irdelenmiş ve Türkiye'nin bu kriterleri geliştirme sürecinde çok daba
geride olduğu belirtilmiştir.

 

Abstract: In the first part of this study, developments from formation of
European Economic Community to formation of Monetary Union and present
time arc summarized and those developments are analysed on the basis of
Maastricht Criteria. In the second part, Copenhagen criteria which are binding
for candidate states are handled delicately. In this context, issues which are
specifically pointed out in Accession Partnership Doeuments arid Progress
Reports of Turkey, are also presented.
In the third part, incomes and expenditures of EU eommon budget are
analysed according to their sources. Most of the expenditures of EU common
budget are composed of funds, and the biggest share among funds is given to
European Agricultural Guidance and Guarantee Fund. Taking this into
consideration, information about this fund and about how much each EU
country has benefited from this fund in the last 30 years is given.
In the last and fourth part, ecomomic information about 12 candidate
states is provided and then those countries and Turkey are examined on the
basis of Maaslrieht Criteria. It is concluded that Turkey get behind in the
process of developing those criteria.
