Abstract

Özet: Devletler vatandaslarına verdikleri hizmetleri gelistirmek için sürekli çaba
göstermekte, politikalarını anlatabilmek ve etkili olabilmek için Internet yoluyla
onlara ulasmaya çalısmaktadır. Kamuya ait bilgi ve hizmetlerin vatandaslara
Internet kanalıyla ulastırılması e-devlet olarak değerlendirilir. E-devlet, bilgi
teknolojilerini kullanarak vatandaslar, is dünyası ve kurumlara hizmet
vermektedir. E-devlete etki eden çesitli faktörler vardır. Genellikle arastırmacılar
çesitli ülkeler tarafından uygulamaya konulan e-devlet çalısmalarını incelemis ve
teknolojik faktörlere önemle vurgu yapmıs diğer faktörleri göz ardı etmislerdir.
Aslında e-devletin basarısına etki eden teknolojik faktör dısında, gelismislik,
yönetim, beseri altyapı gibi faktörler de bulunmaktadır. Bu çalısmada e-devlete
etki eden faktörlere değinilmis ve açıklamalarda bulunulmustur.

Abstract: Governments around the world are working continuously in order to
improve services for their citizens. They want to connect with their citizens
through online media in order to implement their policies more effectively and
increase their influence on citizens more directly. The delivery of public sector
information and services to citizens through the Internet is considered to be egovernment.
E-government is the use of information technology to enable and
improve the efficiency with which government services are provided to citizens,
employees, businesses and agencies. There are various factors affecting the egovernment.
Generally, researchers have indicated a number of e-government
initiatives implemented by various countries; they have emphasized the
importance of certain factors such as technological factors, ignoring other
important factors. Actually, the success of e-government also depends on the nontechnical
environment such as development factor, project management and
human infrastructure. This paper identifies the significant factors for egovernment
services and implementations.
