Main Directions and Mechanisms of the Implementation of State Youth Policy in the Republic of Azerbaijan

Öz

Youth, which is considered a special and unique force within the population of each country, is the main source of social energy in the society. In this regard, it cannot be regarded as a coincidence that a separate vector of state policy is related to youth. Just as young people can play the role of the main creative force of society if they are properly directed to useful activities, the improper implementation of policies in this area can also turn youth into a destructive and deconstructive force that creates instability. That is why the states need to define and implement their own youth policy. The level of development of the states, the geopolitical space in which they are located, the events and processes taking place in that space, the level of political consciousness in the society have a significant impact on the essence, content and implementation mechanisms of the state youth policy. Although the object (purpose) of the youth policy of individual (separate) states is the same, the approach to that object, the mechanisms of defining and implementing the policy related to it are fundamentally different from each other in this regard. The purpose of this article is to clarify the implementation mechanisms of the state youth policy of the Republic of Azerbaijan in the period after the restoration of state independence, especially in the modern stage, and to make predictions in this direction from a scientific and theoretical point of view. In the article, the ways and mechanisms of the implementation of youth policy in the Republic of Azerbaijan were examined using the methods of comparative analysis and systematic analysis. In addition, degree of the effectiveness of the mechanisms was evaluated and hypotheses regarding future development paths were put forward.

Öz
