International Regulatory and Legal Acts on Archival Work

Abstract

This article analyzes international regulatory and legal instruments governing archival affairs. In the context of globalization, digital transformation, and the increasing importance of documentary heritage, archival systems have gained strategic legal significance at both national and international levels. The study examines the development of the international legal framework regulating archival activities and identifies its main principles, institutional actors, and regulatory mechanisms. Particular attention is devoted to the relationship between archival governance and human rights standards, especially regarding access to information, protection of personal data, and the preservation of documentary heritage during armed conflicts and emergencies. The article also evaluates the impact of digitalization on archival regulation, including international standards related to electronic records management, digital preservation, and information security. Using a systematic and comparative legal approach, the study demonstrates the multi-level structure of international archival regulation and its role in safeguarding state sovereignty, legal continuity, and collective memory. The findings show that the contemporary international archival regime combines elements of international law, cultural heritage protection, and digital governance.
