Management, learning, technology and evaluation dimensions of open and distance learning processes

Abstract

Factors such as globalization, digital transformation, increasing competition, and the rising knowledge economy, which are taking place all over the world, have also triggered the transformation in education. This has led to the emergence of new learning styles and diverse learner profiles, a shift from teaching to learning, and the need to provide recruit for new jobs that require new environments, tools, and skills. Open and Distance Learning (ODL), which plays an important role in meeting these needs, emerges as an independent, learner-oriented, and with no time and space limitation learning method that aims to create equal opportunities, supports individual learning, and prepares individuals for brand new professions in the rapidly changing information society. In this study, the dimensions of management, learning, technology, and evaluation in the ODL processes were evaluated within the scope of the relevant literature. In this context, actions that can be taken in higher education institutions that provide ODL service in order to provide learners with skills that they can be effective in the information society in a limited time have been discussed.

Abstract

Tüm dünyada gerçekleşmekte olan küreselleşme, dijital dönüşüm, artan rekabet, yükselen bilgi ekonomisi gibi unsurlar eğitimde de dönüşümü tetiklemiştir. Bu durum yeni öğrenme biçimlerinin ve çok farklı öğrenen profillerinin ortaya çıkmasına, öğretmeden öğrenmeye doğru bir geçişe, yeni ortam, araç ve becerileri gerektiren yeni mesleklere iş gücü sağlama ihtiyacına yol açmıştır. Bu ihtiyaçların karşılanmasında önemli rol üstlenen Açık ve Uzaktan Öğrenme (AUÖ) zaman ve mekandan bağımsız, öğrenen odaklı, fırsat eşitliği yaratmayı hedefleyen, bireysel öğrenmeyi destekleyen, bireyleri hızla değişen bilgi toplumunda yepyeni mesleklere hazırlayan bağımsız bir öğrenme yöntemi olarak karşımıza çıkmaktadır. Bu çalışmada AUÖ süreçlerinde yer alan yönetim, öğrenme, teknoloji ve değerlendirme boyutları ilgili alanyazın kapsamında değerlendirilmiştir. Bu bağlamda, sınırlı süre içerisinde öğrenenlere bilgi toplumunda etkili olabilecekleri yetenekleri kazandırabilmek için AUÖ hizmeti sağlayan yükseköğretim kurumlarında yapılabilecekler tartışılmıştır.
