A TRANSNATIONAL POLITY: THE EUROPEAN UNION IN BETWEEN FEDERATION AND CONFEDERATION

Abstract

From the Community phase to the Union today, the European Union, with its plans for an economic and political unification and concrete attempts and efforts towards it, is a significant transnational polity which marked the second half of the Twentieth Century. To describe the political edifice and functioning of this important polity is primarily bound up with the political science literature. Within this context, two definitions of transnational political entities are prominent in the relevant literature: Confederation and Federation. This study is intended to review the EU on the axis of these two main categories and to make a diagnosis about its transnational political structure

Abstract

Topluluk aşamasından günümüze Avrupa Birliği (AB), iktisadî ve siyasal birlik tasarıları ve buna yönelik somut girişim ve etkinlikleriyle, 20. Yüzyılın ikinci yarısına damgasını vurmuş önemli bir ulus-ötesi kurumdur. Bu önemli kurumun siyasal yapısı ve işleyişinin tanımlanması da, öncelikle siyaset bilimi yazınını ilgilendirmektedir. Bu bağlamda, ilgili yazında öne çıkan iki ana ulusötesi siyasal yapılanma söz konusudur: Konfederasyon ve Federasyon. Çalışma AB‟yi bu iki ana kategori ekseninde değerlendirme ve onun ulusüstü siyasal yapısına dair bir tanı koymaya yöneliktir
