A REVIEW OF THE UNIVERSITY ETHICS COMMITTEE IN TURKEY

Abstract

Today, academic ethics, research and publication ethics, managerial ethics violations comes up frequently. In this article, the issue of ethics in the public administration literature increasingly important field of application are discussed in scale of universities. The subject of the article, of the university ethics committee is to demonstrate the structural and functional status in Turkey. In the article, it has been examined the national and international literature in order that the current structure and functioning and the detection of problems. It is formed that the theoretical and conceptual framework of the studies. Previously made academic studies have examined. Firstly, in the phase of field study, it is determined university ethics committees-structure through the official website of the universities. Chairman and members have started to access the stage, and then to the designated online survey questionnaire was implemented within the framework of the chairman and members. Survey results show that if the ethics committee is functional reveals that it is important to reduction of ethical distress, elimination in higher education.

TÜRKİYE’DE ÜNİVERSİTE ETİK KURULLARI ÜZERİNE BİR İNCELEME

Abstract

Günümüzde akademik etik, araştırma-yayın etiği, yönetsel etik ihlalleri sıklıkla gündeme gelmektedir. Bu makalede, kamu yönetimi literatüründe ve uygulama sahasında giderek önem kazanan etik konusu üniversiteler ölçeğinde ele alınmaktadır. Makalenin konusu üniversite etik kurullarının, Türkiye’deki yapısal ve işlevsel durumlarının ortaya konulmasıdır. Makalede, mevcut yapı, işleyiş ve sorunların tespitine yönelik olarak ulusal ve uluslararası literatür incelenmiştir. Çalışmanın teorik ve kavramsal çerçevesi oluşturulmuştur. Daha önceden yapılmış akademik çalışmalar incelenmiştir. Alan araştırması aşamasında öncelikle üniversitelerin resmi web siteleri üzerinden üniversite etik kurulları-yapıları belirlenmiştir. Başkan ve üyelerine erişim aşamasına geçilmiş, ardından belirlenen soru kağıdı çerçevesinde başkan ve üyelere online anket uygulanmıştır. Anket sonuçları, etik kurulların işlevsel olduğu takdirde yükseköğretimde etik sıkıntıların azaltılması, ortadan kaldırılması yönünde önemli olduğunu ortaya koymaktadır
