Telafi ve Etkinlik Hipotezlerinin MINT Ülkeleri için Geçerliliğinin İncelenmesi

Abstract




Ülkelerin dışa açıklık derecelerinin artması, karşılaştıkları ekonomik riskleri de arttırmaktadır. Bu risklerin önlenmesi ülkelerin ekonomide sahip olduğu kamu büyüklüğü ile ilgilidir. Literatürde dışa açıklık ve kamu büyüklüğü arasındaki ilişki ise, telafi ve etkinlik hipotezleri altında incelenmektedir. Bu çalışmada söz konusu hipotezleri test etmek için, kamunun ekonomideki büyüklüğünü ifade eden kamu harcamaları ve dışa açıklık derecesi arasındaki ilişki incelenmiştir. Bu amaçla MINT ülkeleri, Meksika, Endonezya, Nijerya ve Türkiye, için 1987 – 2015 dönemi yıllık veri seti, Çok Kırılmalı Panel Eşbütünleşme Testi kullanılarak araştırılmıştır. Elde edilen sonuçlara göre, kamu harcamaları ve dışa açıklık arasında istatistiksel olarak anlamlı bir eşbütünleşme ilişkisi vardır. CCE katsayı tahmincisine göre ise, Meksika ve Türkiye için dışa açılmadan kaynaklanan risklerin devlet tarafından telafi edildiği sonucuna ulaşılmıştır. Endonezya ve Nijerya için ise, dışa açılmanın kamu harcamalarını negatif etkilediğini ileri süren etkinlik hipotezi desteklenmektedir.
