Abstract

Bu çalışma, Türkiye’de kırsal inovasyonun önemi, mevcut durumu ve kalkınma politikalarıyla olan ilişkisini analiz etmektedir. Kırsal inovasyon yalnızca yüksek teknolojiye dayalı bilimsel gelişmelerle sınırlı olmayıp; sosyal, kamusal ve yerel ihtiyaçlara dayalı yenilikçi çözümleri de kapsamaktadır. Çalışmada, kırsal alanlarda inovasyonun nasıl tanımlandığı, hangi göstergelerle ölçüldüğü ve hangi faktörler tarafından belirlendiği incelenmiştir. Türkiye’deki kalkınma planları ve stratejik belgeler üzerinden yapılan inceleme, kırsalda inovasyonun çoğunlukla “yenilikçi hizmet sunumu” gibi dar bir çerçevede ele alındığını; girişimcilik, beşerî sermaye ve sistemsel yaklaşımların yeterince dikkate alınmadığını ortaya koymaktadır. Bulgular, kırsal bölgelerin kırılgan yapısı karşısında geleneksel destekleme politikalarının yetersiz kaldığını ve sürdürülebilir refah artışı için inovasyona dayalı, bütüncül ve yerel dinamikleri merkezine alan politikalara ihtiyaç duyulduğunu göstermektedir. Çalışma, kırsalda inovasyonu geniş bir kavramsal çerçevede ele alarak kırsal kalkınmaya yönelik alternatif bir bakış açısı sunmaktadır.

AN EVALUATION OF TURKIYE’S RURAL AND INNOVATION POLICIES IN THE CONTEXT OF RURAL INNOVATION

Abstract

This study analyzes the significance, current state, and policy context of rural innovation in Türkiye. Rural innovation is not limited to high-tech scientific advancements; it also encompasses innovative solutions addressing social, public, and local needs. The study examines how innovation in rural areas is defined, measured, and shaped by various factors. An analysis of Türkiye’s development plans and strategic frameworks reveals that rural innovation is often conceptualized narrowly as “innovative service delivery,” with insufficient attention to entrepreneurship, human capital, and systemic approaches. The findings suggest that conventional support policies remain inadequate for addressing the structural vulnerabilities of rural regions and highlight the need for innovation-driven, holistic, and locally grounded policy approaches to achieve sustainable rural prosperity. By broadening the conceptual framework of rural innovation, this study offers an alternative perspective for advancing rural development in Türkiye.
