MULTICULTURALISM DEBATES IN THE CONTEXT OF MODERN PERIOD EDUCATION POLICIES IN LIBERAL DEMOCRACIES: THE UNITED STATES CASE

Modern liberal devletlerin dünyada yaşanan ayrımcılığın etkilerini ortadan kaldırmak için tasarladıkları "eşit fırsat politikaları" ve "pozitif ayrımcılık" politikalarının oluşum süreçleri her zaman tartışma konusu olmuştur. Salt çoğulcu bir liberal demokrasinin örneği olan ABD'de, hem liberal demokratik ideal çerçevesinde hem de modern dönem boyunca yurtdışından ABD'ye akın eden göçmenlerin "şekillendirilmesi" sürecinin dünyadaki "eğitim" politikalarına olan etkileri ve bu eğitim anlayışının ulusal düzeyde bir mutabakat için gerçekleştirdiği uyumlaştırma modelleri üzerinde durulmuştur. Bu çalışma, küreselleşme çağında, modern dönemde ortaya atılan siyasal ve toplumsal yapı perspektiflerini, 1960’larda kurulan, siyasal felsefede sorun alanı haline getirilen ve 1990’larda geliştirilen kavramsal çerçeve ile yeniden ele alarak, ulusal ve uluslararası siyasal, yasal ve yönetsel kabul ile uygulamalara dayalı, liberal bir demokrasi olan ABD’nin eğitim politikalarını çokkültürlü bir bakış açısı üzerinden analiz etmeyi amaçlamaktadır. Konunun doğası gereği bu çalışmada bir sosyal bilimler yöntemi olarak “derinlemesine içerik analizi yöntemi” kullanılmıştır. Böylece konu hakkında önemli değerlendirmeleri bulunan ve otorite olarak kabul edilen modern dönem yazar, akademisyen ve düşünürlerinin eserlerinden yararlanılmış ve konu genel olarak metinde “yorumlayıcı atıf” yoluyla derinleştirilmiştir. Çalışma tarihsel ve kuramsal olarak, özellikle eğitim çerçevesinde, modern ve post-modern dönem bağlamıyla sınırlandırılmıştır.

The formation processes of "equal opportunity policies" and "positive discrimination" policies designed by modern liberal states to eliminate the effects of discrimination experienced in the world have always been a matter of debate. In the USA, which is an example of a purely pluralistic liberal democracy, it has focused on the effects of the "shaping" process of immigrants flocking to the USA from abroad, both within the framework of the liberal democratic ideal and throughout the modern period, on "education" policies in the world and the harmonization models realized by this understanding of education for a consensus at the national level. This study aims to analyze the education policies of the USA, a liberal democracy, based on national and international political, legal and administrative acceptances and practices, by reopening the political and social structure perspectives put forward in the modern period in the age of globalization, with the conceptual framework established in the 1960s, made a problem area in political philosophy and developed in the 1990s, from a multicultural perspective. Due to the nature of the subject in this study, the “in-depth content analysis method” was used as a social science method. Thus, the works of modern period writers, academics and thinkers who have important evaluations on the subject and are accepted as authorities were used and the subject was generally deepened through “interpretive reference” in the text. The study was limited historically and theoretically, especially within the framework of education, and within the context of the modern and post-modern period.
