KAMU HİZMET ARZINDA DEĞİŞİM TEMELİNDE KAMU ÖZEL SEKTÖR İŞBİRLİKLERİ VE YOLSUZLUK

Abstract

Son otuz yılda, neo-klasik
ekonomi kavramlarından türetilen piyasa temelli kamu yönetimi anlayışıyla
birlikte kamu özel sektör işbirliklerinin (KÖSİ) hükümetler tarafından
benimsenme eğilimi ortaya çıkmıştır. Böylece yönetimlerin kamu hizmetlerini
doğrudan sağlamak zorunda olmadıkları fikri küresel olarak kabul edilmiştir.
Nitekim hükümetler, kamu hizmetlerini sağlamak için özel  sektör veya kâr amacı gütmeyen üçüncü sektör
işletmelerle işbirliğine girebilmektedirler. Günümüzde KÖSİ’lerin
geliştirilmesi oldukça önemli bir konu haline gelmiştir. Diğer yandan KÖSİ’ler
büyürken yolsuzluk artmaktadır. Bu nedenle KÖSİ’ler yolsuzluğun merkezinde yer
almaktadırlar. Çalışmada KÖSİ’lerin yolsuzluğa konu olabilecek alanları tespit
edilmekte ve KÖSİ yolsuzluklarıyla mücadele edecek yaklaşımlar geliştirilmeye
çalışılmaktadır.
