State Administration in al-Ahkamu’s Sultaniyye by al- Mawardi: A Projection of Traditional State Concepts

In this study, the Islamic state administration between the 10th and 11th centuries was examined through the important work of al-Mawardi, “al-Ahkamu’s Sultaniyye”. Written in seeking a solution to the administration crisis of the Abbasid Caliphate the book, reflects the traditional state concepts shaped by the political and social conditions of the time. The core goal of Mawardi’s work is to provide a theoretical framework for improving the administration of the state. Mawardi argued that both religious and political authority should be concentrated in one hand. In the review of the work, Mawardi’s solution suggestions regarding state administration were discussed in the light of the theoretical knowledge he developed on the state-society relationship. State administration has been examined in terms of general, judicial, military administration and public services dimensions. In addition, the complexity of power sharing in administration and the possibilities of conflict of these powers are revealed.

Bu çalışmada, 10. ve 11. yüzyıllar arasındaki İslam devlet yönetimi, el-Maverdi’nin önemli eseri “el-Ahkamü’s Sultaniyye” üzerinden incelenmiştir. Abbasi Devleti’nin yaşadığı yönetim krizine çözüm arayışı içinde kaleme alınan bu eser, dönemin siyasi ve toplumsal koşullarıyla şekillenen geleneksel devlet anlayışını yansıtmaktadır. Maverdi’nin eserinin temel amacı, devlet yönetiminin iyileştirilmesine yönelik teorik bir çerçeve sağlamaktır. Maverdi, hem dini, hem de siyasi otoritenin tek elde toplanması gerektiğini savunmuştur. Eserin incelemesinde, Maverdi’nin devlet yönetimine ilişkin çözüm önerileri, devlet-toplum ilişkisi üzerine geliştirdiği kuramsal bilgiler ışığında ele alınmıştır. Devlet yönetimi, genel, adli, askeri yönetim ve kamu hizmetleri boyutlarıyla incelenmiştir. Ayrıca, yönetimdeki yetki paylaşımının karmaşıklığı ve bu yetkilerin çatışma olasılıkları ortaya koyulmuştur.
