Understanding the Capitalist State: A Theoretical Review on Poulantzas

Abstract

Nicos Poulantzas is one of the Marxist thinkers who has devoted considerable labour to understanding the capitalist state. Poulantzas, who reads Marx's 'Capital' as a 'theory of the economic zone', endeavours to analyse the political zone on the same theoretical plane. In other words, as a result of his interpretation that Marx analysed the economic region of capitalism, he fills the gap in the theory with the theory of the political region. His works between 1968 and 1978 are, respectively, Political Power and Social Classes, Fascism and Dictatorship, Classes in Contemporary Capitalism, The Crisis of Dictatorship and finally, State, Power and Socialism. Through these works, it is possible to observe the transformation of Poulantzas' theoretical and political position. Under the influence of Euro-Communism, which rejects the dictatorship of the proletariat and aims to transform the existing state within a democracy, the idea of developing a theory of the state gradually leads him to go beyond - and even reject - structures, regions and levels, and to conceptualise the state as a relation. This proves that Poulantzas, whose theoretical and conceptual language is heavy, does not contain a single theory of the state in his complex work, as Bob Jessop puts it. In this respect, the article aims to analyse the theoretical abstractions and changes in theory, and to address the criticisms directed at Poulantzas through his works.

Kapitalist Devleti Anlamak: Poulantzas Üzerine Kuramsal Bir İnceleme

Abstract

Nicos Poulantzas, kapitalist devleti anlamaya yönelik kayda değer bir mesai harcayan Marksist düşünürlerden biridir. Marx’ın ‘Kapital’ eserini ‘ekonomik bölge teorisi’olarak okuyan Poulantzas, aynı kuramsal düzlemde analizini siyasi bölge için çözümleme gayretindedir. Başka bir ifadeyle, Marx’ın, kapitalizmin ekonomik bölgesini analiz ettiğine dair yorumu sonucunda teorideki boşluğu siyasi bölge teorisiyle tamamlar. 1968- 1978 yılları arasına sığdırdığı yapıtlar sırasıyla Siyasi İktidar ve Toplumsal Sınıflar, Faşizm ve Diktatörlük, Çağdaş Kapitalizmde Sınıflar, Diktatörlüğün Krizi ve son olarak Devlet, İktidar ve Sosyalizm’ dir. Bu eserlere aracılığıyla Poulantzas’ın teorik ve siyasi pozisyonundaki dönüşümünü gözlemlemek mümkündür. Proletarya diktatörlüğünü reddedip demokrasi içerisinde mevcut devleti dönüştürmeyi hedefleyen Avro-Komünizmi’nin de etkisiyle bir devlet teorisi geliştirme fikri zaman içinde yapıların, bölgelerin ve düzeylerin ötesine geçmesine -ve hatta reddine- ve bir ilişki olarak devleti kavramsallaştırmasına yol açar. Bu durum teorik ve kavramsal dili ağır olan Poulantzas’ın, Bob Jessop’ın deyimiyle, karmaşık çalışmaları içinde tek bir devlet teorisini içermediğinin kanıtı niteliğindedir. Bu doğrultuda makale, Poulantzas’ın eserlerinden hareket ederek teorik soyutlamaları ve teorideki değişimi analiz etmeyi ve Poulantzas’a yöneltilen eleştirileri ele almayı amaçlamaktadır.
