Türkiye deniz ve kıyılarında ekosistem yaklaşımını dikkate alan kara kökenli kirliliğe karşı ulusal eylem planının hazırlanması: önlemler programının belirlenmesi

Abstract

Kara kaynaklı kirliliğe neden olan evsel, endüstriyel, tarımsal ve turizm faaliyetleri, Ülkelerin ekonomik, endüstriyel ve sosyal kalkınması için önemli ulusal programlarla yakından bağlantılı olup ekonomik kalkınmayı doğrudan etkilemektedir. Buna göre, Ülkeler Barselona Sözleşmesi ve Bükreş Sözleşmesi eki olan Kara Kökenli Kirleticiler Protokolü kapsamında önlemler, zaman çizelgeleri ve uygulamaları içeren Kara Kökenli Kirleticiler Ulusal Eylem Planını hazırlamışlardır. Türkiye için ilk Ulusal Eylem Planı, TÜBİTAK Marmara Araştırma Merkezi tarafından 2004 yılında hazırlanmış olup 2005 yılında Birleşmiş Milletler Akdeniz Eylem Planı Sekretaryasına sunulmuştur. Ancak zaman içerisinde, Barselona ve Bükreş Sözleşmelerinin güncellenen Kara Kökenli Kirleticiler Protokolleri Stratejik Eylem Planlarına; Su Çerçeve Direktifi, Deniz Stratejisi Çerçeve Direktifi gibi yeni Avrupa Birliği direktifleri ile ortaya çıkan bütüncül çevre yönetimi anlayışına ve ekosistem temelli yaklaşıma uygun olarak Kara Kökenli Kirleticiler Eylem Planının güncellenmesi ihtiyacı doğmuştur. 2017 yılında Çevre ve Şehircilik Bakanlığı koordinasyonunda TÜBİTAK MAM tarafından eylem planı için destekleyici araçları, yatırım portföyünü kontrol etmeye yönelik önlemler ve ekonomik enstrümanları içeren bir eylem planı geliştirilmiştir. Eylem Planı ile uluslararası yükümlülüklerimizin yerine getirilmesi sağlanırken; bölgesel ve ulusal denizlerimizin korunmasına katkı sağlanacaktır. Bu çalışma önlem çalışmalarının geldiği durumun ve etkinliğinin gözden geçirilmesi açısından önemli olup ulusal denizlerimiz için gerçekleştirilecek detay çalışmalara önemli bir katkı sağlaması beklenmektedir.

Preparation of a national action plan against land-based pollution in the seas and coasts of Turkey, which takes into account the ecosystem approach: determining the program of measures

Abstract

Domestic, industrial, agricultural and tourism activities that cause land-based pollution are closely linked to important national programs for the economic, industrial and social development of countries and directly affect economic development. Accordingly, the Countries have prepared the Land Based Pollutants National Action Plan, which includes measures, timelines and practices within the scope of the Land-Based Pollutants Protocol, which is an annex to the Barcelona Convention and the Bucharest Convention. The first National Action Plan for Turkey was prepared by TUBITAK Marmara Research Center in 2004 and presented to the United Nations Mediterranean Action Plan Secretariat in 2005. However, over time, the updated Land Based Pollutants Protocols of the Barcelona and Bucharest Conventions became Strategic Action Plans; The need to update the Land Based Pollutants Action Plan has arisen in accordance with the holistic environmental management approach and ecosystem-based approach that emerged with the new European Union directives such as the Water Framework Directive and the Marine Strategy Framework Directive. In 2017, an action plan was developed by TÜBİTAK MAM under the coordination of the Ministry of Environment and Urbanization, which includes supporting tools for the action plan, measures to control the investment portfolio, and economic instruments. While ensuring the fulfillment of our international obligations with the Action Plan; Contribution will be made to the protection of our regional and national seas. This study is important in terms of reviewing the current status and effectiveness of precautionary studies and is expected to make an important contribution to the detailed studies to be carried out for our national seas.
