A Sustainability-Oriented Framework for Health Technology Assessment: Integrating Decision Support Systems for Resource Optimization
Abstract
In health systems, increasing cost pressures, rapid technological advancements, and limited resources have intensified the need for evidence-based and sustainable decision-making. In this context, health technology assessment (HTA) serves as a multidisciplinary decision-support tool that evaluates health technologies in terms of clinical effectiveness, safety, and economic value. This study aims to examine the role of HTA in decision-support processes while proposing a sustainability-oriented conceptual framework integrating HTA with decision support systems to optimize resource allocation. The study adopts a conceptual and integrative approach based on a synthesis of the literature on HTA, economic evaluation methods, and policy-oriented decision-making. Within this framework, cost-minimization, cost-effectiveness, cost-benefit, and cost-utility analyses are discussed in relation to decision-making and sustainability. International practices, particularly the NICE example, and the current HTA structure in Türkiye are evaluated. The findings indicate that HTA contributes to sustainability at three levels: economic sustainability through efficient resource use, system sustainability through improved decision-support processes, and policy sustainability through evidence-based decisions. In conclusion, HTA functions not only as an evaluation tool but also as a sustainability-oriented optimization mechanism that supports rational and transparent decision-making. The proposed framework offers a conceptual contribution for future research and policy development.
