The essential aim of Journal of Bartin University Faculty of Islamic Sciences is to bring qualified and original studies in the field of theology to the attention of academic circles and to support the production and distribution of academic knowledge. In this context, it is aimed to evaluate the existing knowledge in the field of theology, to specify and improve it when necessary, and to produce new and original ideas. It aims to contribute to the production of qualified academic knowledge, to share the knowledge produced and to make it easily and equally accessible to all segments of society.

Journal of Bartin University Faculty of Islamic Sciences provides place for all formats of academic information produced in accordance with the publishing principles it has adopted and declared. In this context, different types of writing such as research article, case report, review, translation and book review are also evaluated. In the Journal of Bartın University Faculty of Islamic Sciences, articles in Turkish, English and Arabic related to the fields of Basic Islamic Sciences, Philosophy and Religious Sciences and Islamic History and Arts are evaluated.

Writing Rules

1. The articles sent to Journal of Bartin University Faculty of Islamic Sciences should be arranged according to the 2nd Version of the Isnad Citation System. (https://www.isnadsistemi.org/guide/isnad2/)
2. Manuscripts should be written in Microsoft Word (translations including original texts) and sent to the editor.
3. Information such as the author's name, title, institution he/she works for, and the telephone and e-mail address at which he can be reached should not be included anywhere in the article. This information will be added to the article by the editor after the articles go through the referee process. Therefore, when articles are entered into the system, they should be reviewed and made sure that no information about the author is included. This is mandatory for blind refereeing.
4. Body texts (including attachments such as bibliography, images, figures, maps, etc.) must be in 'Times News 12 point size; with 1.5 line spacing, justified and not spelled.
5. Page margins; the top should be set to 2.5 cm, the right 2.5 cm, the left 2.5 cm and the bottom 2.5 cm.
6. Paragraph spacing should be 6 pt before and 6 pt after. Paragraph returns should be set to 1.25 cm. Footnotes should be 10 point 'Times News Roman', single-spaced, justified and not spelled.
7. All Arabic texts are in 'Traditional Arabic' font, 16 points; Footnotes should be in 10 point font. Article titles should be written in Turkish and English.
8. Articles should contain a Turkish abstract of 250-500 words and an English translation of this abstract. For articles in a foreign language, Turkish and English abstracts should be given. 5-8 words should be given as keywords in English and Turkish.
9. In translation studies, the original title of the article and bibliographic information should be added with a footnote at the end of the title. The permission letter/e-mail from the publisher of the translations must be attached as an additional file to the application.
10. In terms of spelling and punctuation, the Turkish Language Association's Spelling Guide should be taken as basis, except for special cases required by the article or subject. The editor has the right to make minor changes regarding the spelling of the articles.
11. Names of persons and works should be written based on the article title and spelling rules in the Turkish Religious Foundation Islamic Encyclopedia.
12. There should be consistency in spelling of the words capped and transcribed.
13. A "bibliography" should be given at the end of the article.
14. The upper word limit for articles and translation studies is 10,000.
15. At the end of the article, before the Bibliography, a statement of the contribution rate of the researchers, a statement of support and acknowledgment, if any, and a statement of conflict should be included.
16. It is mandatory to obtain ethics committee approval for studies/articles that require data collection from individuals using scales, surveys, interviews and other data collection tools.

Book Review

1. In book evaluations, the text title must be in Turkish and English, and the imprint information of the work subject to evaluation should be written under the Turkish and English titles in the following order: Author Name and Surname, Title of the Work, trans./thk. Name Surname, Place of Publication: Publisher, Edition, Year, number of pages (e.g. 500 pages), ISBN: xxxx
2. At least three keywords in Turkish and English should be added to book reviews.
3. In the review, references other than the work evaluated should be shown in footnotes. If this type of reference is found, a references section should be added at the end of the evaluation.
4. In the review, references for the evaluated work should be shown in parentheses for the text (eg: p. 100).
5. Book reviews should not include an abstract or summary section.
6. The upper word limit for book evaluation is 2,500.

ETHICS COMMITTEE DECISION REQUIRED BY TR DIZIN
It is mandatory to have approval from the Ethics Committee for studies/articles that require data collection from individuals using scales, surveys, interviews and other data collection tools. Committee approval should be stated on the first page of the article with the board name, date and issue number. Data collection starting and ending dates should be written in the method section of the article. The approval document must be added to “Dergipark” as an additional file. Studies that require the Ethics Committee Approval are as follows:
1) All kinds of research conducted with qualitative or quantitative approaches that require data collection from the participants by using survey, interview, focus group interview, observation, experiment, interview techniques.
2) The use of humans and animals (including material/data) for experimental or other scientific purposes,
3) Clinical studies on humans,
4) Research on animals,
5) Retrospective studies in accordance with the law on the protection of personal data.

In this context, the studies to be evaluated in our journal:
1. Indicating that "informed consent form" was obtained in case reports,
2. Obtaining and specifying permission from the owners for the use of scales, surveys and photographs belonging to others,
3. It must be stated that copyright regulations are complied with for the ideas and artistic works used.

Open Access Policy: BUIIFD; Adopting the principle that providing scientific research to the public free of charge will increase the global sharing of knowledge, it provides instant open access to its content to individual users. No subscription is required to access articles published in BUIIFD, no access fee is required, and there are no restrictions on access and use of articles.
Publication and Evaluation Fee: BUIIFD does not charge any fee to the authors for the article evaluation and publication process. No fee is paid to the authors.

Code of Ethics
The publication processes applied at BUIIFD form the basis for the development and distribution of information in an impartial and respectful manner. The processes implemented in this direction directly reflect on the quality of the work of the authors and the institutions that support the authors. Peer-reviewed studies are studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (authors, readers and researchers, publisher, referees and editors) comply with the standards regarding ethical principles. Within the scope of BUIIFD publicatio ethics, all stakeholders are expected to bear the following ethical responsibilities. The ethical duties and responsibilities listed below have been prepared taking into account the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access (See COPE Directive in Turkish). The legal, scientific, intellectual and literary responsibility of the articles published in BUIIFD belongs to their authors. Authors own the copyright of their works published in the journal and their works are published under the CC BY-NC 4.0 license.

1. Authorship
· The list of references must be complete.
· Plagiarism and fake data should not be included
· The same research should not be attempted to be published in more than one journal, and scientific research and publication ethics should be followed.

Actions against science research and publication ethics are as follows:
a) Plagiarism: Presenting the ideas, methods, data, applications, writings, figures or works of others as one's own work, in whole or in part, without citing their owners in accordance with scientific rules,
b) Forgery: Producing data that is not based on research, editing or changing the presented or published work based on unreal data, reporting or publishing these, presenting a research that has not been done as if it were done,
c) Distortion: Falsifying research records and data obtained, presenting methods, devices and materials that were not used in the research as if they were used, not taking into consideration data that does not comply with the research hypothesis, tampering with data and/or results to fit the relevant theory or assumptions, using the persons and organizations receiving support. falsifying or shaping research results in line with one's interests,
ç) Re-publication: Presenting more than one work containing the same results of a research as separate works in associate professor exam evaluations and academic promotions,
d) Slicing: Presenting the results of a research as separate works in associate professorship exam evaluations and academic promotions by dividing it into parts inappropriately, in a way that disrupts the integrity of the research, and by publishing multiple publications without citing each other,
e) Unfair authorship: Including people who do not have an active contribution among the authors, not including people who have an active contribution among the authors, changing the author order in an unjustified and inappropriate way, removing the names of those who have an active contribution from the work during publication or in subsequent editions, increasing their influence even though they do not have an active contribution. to include his name among the writers by using,
f) Other types of ethical violations: Not clearly stating the supporting persons, institutions or organizations and their contributions to the research in the publications of supported research, not complying with ethical rules in research conducted on humans and animals, not respecting patient rights in their publications, to share with others the information contained in a work that he/she has been assigned to review as a referee before it is published, using the resources, places, facilities and devices provided or allocated for scientific research for purposes other than their intended purpose, making completely unfounded, undue and deliberate accusations of ethical violation (YÖK Scientific Research and Publication Ethics Directive, Article 8).

2. Responsibilities of Author
· All authors must contribute significantly to the research.
· It is required to declare that all data in the article is real and original.
· All authors must ensure retractions and correction of errors.

3. Responsibilities of Referees
· Reviews must be unbiased.
· Reviewers must not have a conflict of interest with the research, authors and/or research funders.
· Referees should indicate the relevant published but not cited works.
· Checked articles must be kept confidential.

4. Editorial Responsibilities
· Editors have full responsibility and authority to accept or reject an article.
· Editors should not have a conflict of interest regarding the articles they accept or reject.
· Only articles that contribute to the field should be accepted.
· Support the reveal of corrections or retraction when errors are found.
· Must keep the names of referees confidential and prevent plagiarism/fake data.

The referee process is at the center of the success of scientific publishing. It is part of our commitment to protect and improve the peer-review process, and BUIIFD has an obligation to assist the scientific community in all cases related to publishing ethics, especially in the case of questionable, duplicate publications or cases of plagiarism. When a reader notices a significant error or inaccuracy in an article published in BUIIFD or has any complaint regarding editorial content (plagiarism, duplicate articles, etc.), he or she can make a complaint by sending an e-mail to islamiilimlerdergi@bartin.edu.tr. We welcome complaints as they provide an opportunity for us to improve, and we aim to respond quickly and constructively.

Revealing Plagiarism:
Articles submitted for publication in BUIIFD are subject to double-blind peer review by at least two referees. In addition, through a special program used to detect plagiarism, it is confirmed that the articles have not been published before and do not contain plagiarism.

Preliminary Review and Plagiarism Screening:
The study is reviewed for compliance with the journal publishing principles, academic writing rules and the ISNAD Citation System. It is scanned for plagiarism using the Ithenticate or Turnitin program. The plagiarism similarity rate is required to be less than 25 %. The preliminary review is completed within 15 days at most.

Field Editor Review:
The work which goes through the Preliminary Examination and Plagiarism Screening phase is examined by the relevant field editor in terms of problematic and academic language-style. This review is completed within a maximum of 15 days.

Referee Process (Academic Evaluation):
The study which is reviewed by the field editor is presented to the evaluation of at least two referees who have a doctoral thesis, book or article on the subject. The referee process is carried out confidentially within the framework of double-blind arbitration. The referee is requested to express his/her views and opinions about the study he/she reviewed either in the text or to justify it with an explanation of at least 100 words on the online referee form. The right to object and defend his/her opinions is given to the author if he/she disagrees with the referee's opinions. The field editor ensures mutual communication between the author and the referee while maintaining confidentiality. If both referee reports are positive, the study is submitted to the editorial board with a proposal to consider its publication. If one of the two referees has a negative opinion, the study is sent to a third referee. Studies can be published with the positive decision of at least two referees. Translated articles are sent to language and relevant field experts to be evaluated in terms of conformity to the original, appropriate use of field concepts and language. Translations that experts have a negative opinion about are not published. Book evaluations are decided as a result of the evaluation of the relevant field editors. A maximum of one article by an author can be published in an issue.
Editing Stage: If the referees request corrections in the text they review, the relevant reports are sent to the author and he/she is asked to correct his work. It is requested that the correction be completed within 10 days at most.
Field Editor Control: The field editor checks whether the author has made the requested corrections in the text. The checking process is completed within 5 days at most.
Referee Control: The referee who requests correction checks whether the author has made the requested corrections in the text. The checking process is completed within 7 days at most.
Typesetting and Layout Stage: The typeset and layout of the works decided to be published by the editorial board are made ready for publication.
Turkish Language Control: Studies that have passed the referee process are examined by the Turkish Language Editor and, if necessary, corrections are requested from the author. The control process is completed within 15 days at most.
Foreign Language Control: Studies that pass the Turkish language control are examined by the English Language Editor and, if necessary, corrections are requested from the author. The control process is completed within 15 days at most.
Editorial Board Review: Articles that have passed technical, academic and linguistic examinations are reviewed by the Editorial Board and the final publication status is decided. In case of objection from the members, the Board decides by majority vote.

There is no charge for articles submitted to our journal. No publication fee (article processing fees, editorial processing fees, language editing fees, color fees, submission fees, page fees, membership fees, print subscription costs, other additional fees, other fees) is required for the publication of articles in this journal. All costs of the journal are covered by the publisher.

Dr. Mehmet Ata MİRZAOĞLU Tarım ve Orman Bakanlığı

Mehmet Ata Mirzaoğlu, 1984 yılında Batman’da doğdu. Evli ve iki çocuk babası olan Mirzaoğlu, lise öğrenimini Batman Lisesi’nde tamamladı.  2006 yılında, Fırat Üniversitesi Sosyoloji Bölümü’nde Lisans öğrenimini, 2016 yılında Yüzüncü Yıl Üniversitesi Sosyal Bilimler Enstitüsü Felsefe ve Din Bilimleri Anabilim Dalı'nda Yüksek lisansını, 2024 yılında Ankara Sosyal Bilimler Üniversitesi İslami Araştırmalar Enstitüsü Felsefe ve Din Bilimleri Anabilim Dalı'nda da doktorasını tamamladı.
Meslek hayatında çeşitli projelerde sosyolog olarak görev alan Mirzaoğlu, sokakta çalışan çocukların rehabilitasyonundan gençlik liderliğine kadar geniş bir yelpazede çalışmıştır. Rehber öğretmen olarak Batman’daki çeşitli okullarda görev yaptıktan sonra, Tarım ve Orman Bakanlığı Siirt İl Müdürlüğünde memuriyet hayatına başlamış ve farklı birimlerde sistem sorumlusu, proje ofisi birim sorumlusu ve şube müdürü gibi çeşitli pozisyonlarda görev almıştır. Halen Tarım ve Orman Bakanlığı'nda iş hayatına ve çalışmalarına devam etmektedir.
Mirzaoğlu, yerel ve ulusal düzeyde birçok konferans, toplantı ve seminerlere katılarak etkili iletişim teknikleri, gençlik çalışmaları, uyuşmazlık yönetimi gibi çeşitli konularda bilgi ve deneyim kazanmıştır. Ayrıca, çeşitli eğitim ve seminerlere katılarak gençlere ve yetişkinlere yönelik birçok konuda konuşmacı olarak yer almıştır.

1987 Yılında Trabzon´un Akçaabat ilçesinde dünyaya geldi. 2005´te Trabzon İmam Hatip Lisesinden; 2010´da da İstanbul Üniversitesi İlahiyat Fakültesinden mezun oldu ve aynı yıl aynı fakültede pedagojik formasyon eğitimini tamamladı. 2012´da İstanbul Üniversitesi Sosyal Bilimler Enstitüsünde Temel İslâm Bilimleri, İslâm Mezhepleri Tarihi alanında yüksek lisansını tamamladı. Aynı üniversitenin aynı bölümünde "Osmanlı’da Dinî-Siyasî Bir Yapılanma Olarak Kadızâdeliler Hareketi" adlı doktora çalışmasını 2020 yılında tamamlayarak “doktor” ünvanını aldı.

2007-2017 yılları arasında Hattat Selim Türkoğlu´ndan özel Hüsn-i hat sanatı dersleri aldı. 2008´de kısa bir süre Suriye’de bulunarak Dımaşk Üniversitesi Edebiyat Fakültesi Yüksek Dil Enstitüsünde Arapça dersler aldı. 2008-2010 yılları arasında bir yandan iki yıl boyunca İslâm Araştırmaları Merkezinde (İSAM) LADEP Programı çerçevesinde Temel İslâm Bilimleri alanlarında Arapça-Türkçe çeşitli seminerlere katılım sağlarken; diğer yandan özel bir dil kursundan İngilizce dersler aldı.

İyi derecede İngilizce, Arapça ve Osmanlıca bilmekte olup, alanında çeşitli akademik çalışmalara da sahiptir. Evli ve üç çocuk babası olan Durmuş, 2011-2012 yılları arasında BUSMEK Gemlik Şube Müdürlüğü görevinde bulunmuş ayrıca 2012-2013 yılları arasında Gümüşhane’de, 2013-2017 yılları arasında da İstanbul’da, 2017-2020 yılları arasında da Gemlik’te çeşitli okullarda Din Kültürü ve Ahlak Bilgisi Öğretmeni olarak göreve yapmıştır. Durmuş, aynı zamanda Hüsn-i Hat sanatında kaleme aldığı tablolarıyla da dikkat çekmektedir.

I am currently employed as an Assistant Professor at the Department of Basic Islamic Sciences (Sufism) within the Faculty of Islamic Sciences at Bartin University in Bartin, Türkiye. I completed my PhD degree from the Department of Basic Islamic Sciences (Sufism), Graduate School of Social Sciences, Ankara University, Turkey, with the thesis “Preserving Inner Peace in Islam in the Context of the Sufi-Salafi Conflict in the Indian Subcontinent”. In addition, I achieved 4.00 out of 4.00 in first position (1000 out of 1000 marks) in my PhD coursework from the Graduate School of Social Sciences, Ankara University, Turkey.
In 2016, I achieved a Turkish Government Scholarship. I pursued my second Master of Social Sciences program at the Institute of Social Sciences, Ankara University. Having the highest CGPA (4.00 out of 4.00) as well as the first position with the highest marks (achieved 966 marks out of 1000 marks) at the Graduate School of Social Sciences in the Ankara University’s 2018-2019 postgraduate examination, I have been awarded the Most Meritorious Student Award’ 2019 from the Honourable Turkish President Mr Recep Tayyip Erdoğan as the first Bangladeshi.
The University of Dhaka, Bangladesh, awarded me the “Dean’s Merit List of Honour Award” for my bachelor’s and the “Dean’s Merit List of Excellence Award” for my master’s results. However, I achieved Dr Syed M. Saidur Rahman Al Mahbubi Gold Medal, 2015, from the President of Bangladesh (Mr Abdul Hamid) for the first position in Master of Arts results in the University of Dhaka with the highest CGPA of 4.00 out of (4.00). In addition, I received a two-year master’s degree in the Department of Hadith from the Islamic University Kustia in Bangladesh.
I was awarded the “Gold Medal” by Kirsheir Metropolitan Municipality, Turkey, for my excellent performance in the international student competition 2017. In 2017, I researched my field for a month at the University of Gdansk in Poland. 2018 I completed the German Academic Exchange Service (DAAD) 2018 Summer School program at the University of Erfurt in Germany. The same year, I participated in the Organization of Islamic Cooperation’s (OIC) Youth Media Capacity Building Summer Conference & Camp 2018. I have interviewed many prominent Daily newspapers and television channels in Asia and Europe. However, I have been a director (Program) and School coordinator of the Religion and Humanity Studies of the Center for Research and Policy Studies (cenraps.org) since 2017. I am also the assistant editor of the International Journal of Social, Political and Economic Research (IJoSPER) and the CenRaPS Journal of Social Sciences. However, in 2022, I achieved a scholarship from Qatar University, participated in the Arabic program, and received a B2-level certificate.
So far, I have published about 31 peer-reviewed research articles indexed in Web of Sciences and Scopus (Q1, Q2, Q3, Q4), as well as conference papers, book chapters and a book in Bangladesh, Pakistan, Turkey, Cyprus, the USA, Canada, the United Kingdom, Germany, Hungary, Poland, Croatia, Azerbaijan, Malaysia and Indonesia. My articles have been cited 223 times on Google Scholar and 138 times on ResearchGate.

Kur’ân’ın tamamını Âsım kırâatinin Hafs rivâyetine göre dünyaca ünlü Mısırlı Hâfız Dr. Ahmed Na‘ina’ya okudu ve icazet aldı. Nâfi kırâatini okudu. Ayrıca profesyonel düzeyde müzik eğitimi aldı. Müziği belli kriterler çerçevesinde Kur’ân tilâvet sanatında kullanmaktadır. Kur’ân’ın güzel okunması çerçevesinde 108 bölümlük bir radyo programı hazırlayıp sunmuştur. Akademik çalışma itibariyle; kırâat, tecvîd, tefsîr ve Kur’ân’ın fonetik ve iç müzikal yapısı özelinde müzikolojiyle ilgilenmektedir.

Arabic Language and Rhetoric

Muhammet Saygı is an Assistant Professor at Bartın University and a Visiting Scholar at the University of Oxford. His research focuses on classical and modern Islamic thought, kalām, epistemology, and religion–science relations. His doctoral research on the Māturīdī school—often underrepresented in Western academic discourse—adds significant originality to his work. This research is in the process of being published in Brill’s highly regarded Islamic Philosophy, Theology and Science (IPTS) series. Drawing on sources in Arabic, Ottoman Turkish, and English, Saygı examines contemporary issues of scientific dogmatism and epistemic authority through the lens of classical kalām, aiming to bring fresh perspectives to modern debates. His approach contributes both to reviving the historical prestige of classical Islamic kalām and to offering original insights to contemporary philosophy of science and philosophy of religion.

1964 yılında Sivas’ın Şarkışla ilçesine bağlı Harun köyünde doğdu. İlk tahsilini ailesiyle birlikte gittiği Berlin’de tamamladı. 1977’de yurda dönüp orta öğrenimine İstanbul’da başladı ve 1984’te Sivas Gazi Lisesi’nden mezun oldu. Aynı yıl Marmara Üniversitesi Atatürk Eğitim Fakültesi Türk Dili ve Edebiyatı Bölümü’ne girdi. 1988’de bu bölümden mezun oldu ve Marmara Üniversitesi Sosyal Bilimler Enstitüsü’nde yüksek lisansa başladı. “Enis Receb Dede- Hayatı, Edebî Şahsiyeti ve Dîvânı” adlı teziyle bu çalışmasını tamamladı. 1990 yılında Marmara Üniversitesi’nde başladığı doktora öğrenimini, 1994’te tamamladı. Doktora tezinin konusu, 15. asır Osmanlı şairlerinden Bedr-i Dilşâd’ın “Murad-nâme” adını koyduğu ve 1427 yılında Sultan II. Murad’a sunduğu mesnevisinin incelenmesi ve metninin ilmî usule göre hazırlanmasıydı. Keykâvus’un 1082 yılında oğlu için yazdığı ve “Kābus-nâme” adıyla tanınmış, mensur Farsça Nasîhat-nâme’nin, bazı ilâve ve çıkarmalarla yapılmış manzum bir tercümesi olan bu eser, 1997 yılında Millî Eğitim Bakanlığı tarafından yayımlandı.
1993 sonunda Celal Bayar Üniversitesi Fen-Edebiyat Fakültesi Türk Dili ve Edebiyatı Bölümü’nde araştırma görevlisi, 1995’te aynı bölümde "yardımcı doçent" unvanıyla öğretim üyesi oldu. 2000 yılında doçent, 2007’de profesör unvanını aldı. Doçentlik çalışmasının konusu, “Türk Edebiyatı’nda Hazret-i Ali Vecizeleri”dir. Yıllarca sürmüş bir araştırma ve çalışmanın sonucu olan bu eser, 2006 yılında Ankara’da yayımlandı.
1995’ten 2019 yılına kadar lisans seviyesinde Eski Türk Edebiyatı, Osmanlı Türkçesi, Eski Türk Edebiyatında Nesir, yüksek lisans ve doktora seviyesindeyse Metin Şerhi, Metin Neşri, Eski Türk Edebiyatının Kaynakları gibi çeşitli dersler verdi. İlim dalıyla ilgili yayınlanmış kitap, makale ve bildirileri bulunmaktadır.
