Abstract
Throughout the history, every state has seen it necessary to conduct population censuses in order to ascertain the power it holds at different periods of its existence. The rationale behind this is the fact that the results obtained from the censuses constitute important data which reflect the economic and social power of the states. Thus, having a high population rate has often meant a sign of being a strong state, and states have shaped their plans in line with their human resources. Accordingly, wars, expansionist policies and the policies pursued for proliferating the resources have always been formed on the same ground of human concept. Although the population growth was one of the most important goals of the states during the first periods of the history, numerous politicians and intellectuals advocated the view that the population increase was seriously dangerous, and constantly reiterated the warning that it would split the wealth. Within this context, while the literature encompasses not only the studies proving that the population will create economic dangers, but also researches arguing the contrary that the economy and population are not interrelated. However, a direct proportional relation between resources possessed and the number of people sharing these resources emerges as an inevitable reality.
Abstract
Tarih boyunca varlığını sürdürmüş olan her devlet, mevcudiyetinin çeşitli dönemlerinde sahip oldukları gücü tespit edebilmek amacıyla nüfus sayımı yapma ihtiyacını hissetmiştir. Çünkü bu sayımlardan elde edilen netice, devletlerin gerek ekonomik gerekse sosyal gücünü ifade eden önemli bir veri olma niteliğine sahiptir. Bu sebeple de yüksek nüfus çoğu zaman güçlü bir devlet anlamına gelmiş, devletler de yaptıkları her planlamayı sahip oldukları insan kaynağı üzerinden şekillendirmiştir. Bu doğrultuda gerek gerçekleştirilen savaşlar, gerek yayılma politikaları, gerekse sahip olunan kaynakların çoğaltılması hep aynı temel üzerinden, yani insan kavramı üzerinden şekillendirilerek oluşturulmuştur. Nüfusun arttırılması, tarihin ilk dönemlerinde devletler için genel anlamda en önemli hedeflerden biri olmasına rağmen, aynı zamanda çeşitli siyasetçiler ve düşünürler de nüfusun artışının ciddi anlamda bir tehlike olduğu görüşünü savunmuş, sayının artmasının zenginliği böleceği uyarılarını sürekli olarak yinelemişlerdir. Bu doğrultuda, literatürde, nüfusun iktisadi anlamda tehlikeler yaratacağını kanıtlayan çalışmalar olduğu gibi tam tersi olarak aralarında bir ilişki bulunmadığını savunan araştırmalar da mevcuttur. Ancak yine de sahip olunan kaynaklar ve bu kaynakları paylaşmakla yükümlü kişi sayısı arasındaki doğru orantılı bir ilişkinin olması kaçınılmaz bir gerçeklik olarak karşımıza çıkmaktadır.
