AVRUPA VATANDAŞLARI GİRİŞİMİNİN DEMOKRASİ SINAVI VE UYGULAMA İNCELEMELERİ

Öz

Avrupa Birliği son zamanlarda sıklıkla tartışılan
demokrasi açığı sorununu azaltmak için bazı projeler üzerinde çalışmaktadır. Bu
çalışmalardan en önemlisi ise Avrupa Vatandaşları Girişimi olarak
görülmektedir. Sistem Nisan 2012 tarihinden beri işlemekte, ancak Avrupa
Birliği’nin demokrasi açığı sorununu ne derece çözdüğünü anlamak kolay
olmamaktadır. Bu çalışmanın en önemli amaçlarından biri, Avrupa Vatandaşları
Girişimi sisteminin etkinliği ve verimliliğini sorgulamak olarak
belirlenmiştir. Bu doğrultuda, şu an imza aşamasında olan girişimlere
değinildikten sonra, daha önce başarılı kabul edilen girişimlerin durumları
analiz edilecektir. Konu ile ilgili çalışmaların sadece Avrupa Vatandaşları
Girişimi sisteminin önemine vurgu yaptıkları, ancak hiçbir çalışmanın
girişimlerin sonuçlarına değinmediği anlaşılmıştır. Bu sebeple çalışmanın konu
ile ilgili eksik ve tartışmalı yönleri gözler önüne sereceği düşünülmektedir.
