Aktif Yaşlanmanın Politik Ekonomisi: Yaşlı Emeğin Neoliberal Dönüşümü

Abstract

Bu çalışma, yaşlılığın emek süreciyle kesişiminde son yıllarda giderek önem kazanan "aktif yaşlanma" söyleminin neoliberal politikalar bağlamında nasıl işlevselleştiğini incelemektedir. Türkiye örneğinde, yaşlı bireylerin çalışma hayatına yeniden katılımı teşvik eden politikaların sınıfsal, yapısal ve cinsiyete dayalı etkileri tartışılmıştır. Sosyal güvenlik reformları, emeklilik yaşının yükseltilmesi ve esnek istihdam uygulamaları bağlamında yaşlı emeğinin yeniden üretim süreçleri, politika belgeleri analizi ve literatür taraması yoluyla değerlendirilmiştir. Çalışma, yaşlı bireylerin “aktif” kalmasının yalnızca bir sağlık veya sosyal katılım meselesi değil, aynı zamanda emek piyasasına bağlılık üzerinden yeniden tanımlanan bir vatandaşlık modeli olduğunu ileri sürmektedir.

The Political Economy of Active Aging: Neoliberal Reconceptualization of Older Workers and Labor in Later Life

Abstract

This study examines how the discourse of “active ageing,” which has gained increasing prominence at the intersection of ageing and labor in recent years, is operationalized within the framework of neoliberal policies. Focusing on the case of Turkey, it discusses the class-based, structural, and gendered implications of policies that promote the reintegration of older individuals into the labor market. Through policy document analysis and an extensive literature review, the study evaluates the processes through which elderly labor is being reconfigured in the context of social security reforms, the extension of retirement age, and flexible employment practices. The paper argues that remaining “active” in later life is not merely a matter of health or social participation, but is increasingly tied to a redefined model of citizenship based on continued labor market attachment.
