Geleceğin Dirençli Kenti: Esenler NAR İnovasyon Bölgesi

Abstract

Dünya Bankası, 2050’ye kadar kentlerinin dünya nüfusunun yaklaşık %70’ine ev sahipliği yapacağını öngörmektedir. Günümüz krizleri ile artan kırılganlıklar nedeniyle kentlerin gelecek plan vizyonlarında, dirençlilik yaklaşımını öne çıkarması önemlidir. Artan nüfus ve kentlerin mekansal olarak yayılması, beklenmedik ekolojik ve çevresel sorunlarda artışa, temiz tatlı su gibi doğal kaynaklar üzerinde baskılara ve olumsuzluklara neden olmaktadır. Mekansal planlama disiplini, oluşan bu yeni koşulların yarattığı olumsuzluklara yanıt üretme çabası ile sürekli değişen beklenmedik koşullara uyum sağlayabilen ve kendini sürdürerek yenileyebilen kentsel ve bölgesel sistemlerin nasıl yaratılacağı üzerine çalışmaktadır. Değişen koşullara dayanıklı, onlara uyum sağlayabilen ve olumsuz koşulları yeniden yapılanma için kullanan, kentsel ve bölgesel sistemler yaratılması gereklidir. Bu makalede, İstanbul Esenler ilçesinde, Çevre, Şehircilik ve İklim Değişikliği Bakanlığı ile Sanayi ve Teknoloji Bakanlığı tarafından kurulan, Geleceğin Şehri NAR İnovasyon Bölgesi’nde dirençlilik ile ilgili yaklaşımlarımızı sunmaktayız. Ekonomik İşbirlik ve Kalkınma Örgütü (OECD), şehrin dirençlilik göstergelerini ekonomi, toplum, yönetişim ve çevre olmak üzere dört ana başlık altında toplamıştır. Bu bağlamda şehir kurgusu, teknoloji yaklaşımları ve akıllı şehir uygulamaları ile kent dirençliliğine çözüm önerilerimizi sunmaktayız. Yapılan çalışmanın, kurulacak olan yeni akıllı şehirler için örnek teşkil edeceği öngörülmektedir.
