Avrupa Birliği İstihdam Politikaları

Abstract

Avrupa’da uzun yıllar boyunca yaşanan düşük işsizlik oranları, küresel piyasalardaki gelişmelerle birlikte 1990’lı
yıllardan itibaren yüksek seviyelerde seyretmektedir. Yüksek işsizlik oranları ve bunun yarattığı sosyal
huzursuzluklarla mücadele etmek üzere Avrupa Birliği İstihdam Stratejisi ortaya konulmuş ve bu kapsamda yeni
istihdam politikaları (Aktif ve Pasif Politikalar) uygulanmaya başlamıştır. İşsizliğin azaltılması ve istihdamın arttırılması
için uygulanan politikalardaki temel gereksinim, işgücü piyasalarına esneklik kazandıracak politika karmasının
etkileşim içerisinde, çalışmayı ve iş aramayı teşvik edecek şekilde uygulanmasıdır.
