YOLSUZLUK İLE MÜCADELE KONUSUNDA KİMİ KAVRAMLAR VE UYGULAMALARI

Abstract

Bu çalışmada, yolsuzlukla mücadele konusunda başarılı olmak için ekonomik ve sosyal uygulamaların sonuçları ortaya konulmaya çalışılmaktadır. Bu uygulamaların bazıları sadece yolsuzlukla mücadele konusunda yeni yöntemler önermeyi değil, aynı zamanda bir bütün olarak siyasi otorite ve iş dünyası için daha fazla mali şeffaflık sağlamayı amaçlamaktadır. Genel olarak bu kavramları literatürde şu şekilde kavramlaştırmak mümkündür: Politik davranışlar ve bunun bürokrasiye yansımaları, kurumsal sosyal sorumluluk, lobi faaliyetleri ve iş etiğidir. Elbette bu süreci etkileyen birçok etmen söz konusu olabilir, ancak bizim hipotezimiz bu kavramlarla sınırlandırılmıştır. Nihayet, ulaştığımız sonuçları temelde şu şekilde sıralayabiliriz: ilk olarak, politik davranışlar ekonomideki bazı kayıtdışı faaliyetlerin temel nedeni olarak görülebilir ve bu durum bireyler için, bürokrasi adına ihtiyari gücün artması olarak algınabilir. İkinci olarak, kurumsal sosyal sorumluluk sadece çokuluslu şirketleri ve yatırımlarını değil, aynı zamanda yatırım yapılan ülkedeki sosyo-ekonomik yapıdaki algının değişmesi yönünde yapacağı etkilerle tanımlanmıştır. Nihayet, lobi faaliyetleri ve iş etiği teknoloji toplumu için şimdilik yeni kavramlar gibi algılanmaktadır. Çünkü, eğer bu yeni kavramları ekonomide doğru yönetemezsek, genelolarak global ekonomilerde olası dramatik sonuçların doğması kaçınılmazdır.
