Abstract
Bu çalışmanın amacı; Türkiye’deki zorunlu eğitim politikalarını Cumhuriyet öncesi dönemden başlayarak, günümüze kadar geçen süre içerisinde, tarihi bir perspektiften incelemek, dünyadaki bazı örnekleri de tanıyarak, zorunlu eğitim sürecini anlamaya çalışmaktır. Bu çalışmada dönemler kronolojik sıraya göre ele alınmış ve tartışılmıştır. Çalışmada sonuç olarak; zorunlu eğitimin dünyada olduğu gibi Türkiye’de de her geçen gün varlığını güçlendirdiği, modern devletin zorunlu eğitimi bir egemenlik aracı olarak gördüğü, zorunlu eğitim ile ilgili tartışmaların uzunca bir geçmişe sahip ve iktidarların vazgeçemeyeceği siyasi bir araç olduğu, ilk yıllarda Türkiye’de zorunlu eğitim politikalarınınülkeyi çağdaş uygarlık idealine taşımanın bir aracı olarak ele alındığı, son dönemde din ve din eğitimi bağlamında imam hatip ortaokul ve liseleri ile Kur’an-ı Kerim öğretiminin ülkemizdeki zorunlu eğitim politikalarının nirengi noktasını oluşturduğu, Türkiye’de zorunlu eğitim süresi 2012 yılına kadar sekiz yıl iken, bu süre gelişmiş bazı ülkelerde 9-13 yıl arasında değiştiği, Türkiye’nin 2012 yılında yaptığı düzenlemeler ile dezavantajlı durumunu gidermeye çalıştığı söylenebilir
Abstract
The aim of this investigation is to investigate compulsory education policies in Turkey in a historical perspective starting from pre-republican era till today and try to understand compulsory education process with comparison to some samples on the world. In this study periods are presented chronologically. Regulations essential for compulsory education are presented and results are interpreted. According to the results, it can be asserted that compulsory education is becoming more powerful in the world and our country, states use compulsory education as a means of sovereignty, compulsory education has a long history, compulsory education policies were believed to take Turkey to modern civilization ideals, compulsory education is important in education policies related to religion and religion education, compulsory education was for 8 years till 2012 while it was 9-13 years in developed countries, and Turkey tried to develop education through regulation in compulsory education after 2012
