In this study, in order to reveal the existence of legal standing in the
actions for annullment, suggestions have been tried to be made by making
observations about the meaning and content of the legitimate interest, the
possible relationship with the abuse of right, the manner of appearance in the cases and the approach of the courts. In this regard, in view of the legitimate
interest in the Council of State's decisions, in order to realize the purpose of the
actions for annullment, it has been entered into the discussion of the postpriority
of the legitimate interest research in the initial review stage and it has
been tried to develop a way of thinking that reveals what should be for not
converting the interpretation of legitimate interest into a merit review.
