Abstract

Bu çalışmanın amacı, milli gelirden kamu harcamalarına doğru bir ilişkinin varlığını ifade eden Wagner Yasası ve kamu harcamalarından milli gelire doğru bir ilişkiyi ifade eden Keynes Hipotezi’ni Türkiye Ekonomisi için 1969-2003 döneminde test etmektir. Bu kapsamda, nedenselliğin yönünün test edilmesinde Gecikmesi-Genişletilmiş VAR modelleri çerçevesinde Toda-Yomamato’nun önerdiği Wald test istatistiği kullanılmıştır. Çalışmada kamu harcamaları; altyapı (enerji ve ulaştırma), eğitim ve sağlık harcamaları şeklinde kamu yatırımları olarak ele alınmıştır. Çalışmada altyapı harcamalarından gayrisafi yurtiçi hasılaya doğru bir nedensellik ilişkisinin varlığı saptanmıştır. Eğitim harcamaları ile gayrisafi yurtiçi hasıla arasında ise çift yönlü bir nedensellik ilişkisinin var olduğu gözlenmiştir. Sağlık harcamaları ile gayrisafi yurtiçi hasıla arasında ise nedensellik ilişkisine rastlanmamıştır.

A LOOK AT ON THE RELATIONSHIP BETWEEN THE PUBLIC INVESTMENTS AND ECONOMIC GROWTH: TURKEY, 1969-2003

Abstract

The aIm of thIs study Is to test the Wagner’s Law, I.e. natIonal Income causes publIc expendItures, and the Keynes HypothesIs, I.e. publIc expendItures cause natIonal Income, both for the TurkIsh economy durIng the 1969-2003 perIod. For thIs purpose, thIs paper uses a MWald test proposed by Toda-Yamamoto In the framework of lag-extended VAR models to test the dIrectIon of the causalIty. In thIs study, publIc expendItures have been taken In the form of publIc Investments as Infrastructure (energy and transportatIon), educatIon and health expendItures. BesIdes, It Is found that there Is; a causal relatIon from Infrastructure expendItures to gross domestIc product, a bI-dIrectIonal causalIty between educatIon expendItures and gross domestIc product, and no causal relatIon between health expendItures and gross domestIc product.
