TÜRKİYE’NİN İNSANİ GELİŞME ENDEKSİ: İNSANİ GÜVENLİK PERSPEKTİFİNDEN BİR DEĞERLENDİRME

Abstract

Bu makale, Türkiye’nin 1990-2022 yılları arasındaki insani gelişme endeksi ve eşitsizliğe uyarlanmış insani gelişme endeksi (EU-İGE) skorlarını değerlendirerek, insani güvenlik perspektifinden bir analiz sunmaktadır. Türkiye’nin insani gelişme endeksi değeri, eğitim, sağlık ve gelir düzeylerindeki gelişmelerle yıllar içinde istikrarlı bir artış göstermiştir. Ancak, eşitsizliğe uyarlanmış değerler incelendiğinde, toplumsal kesimler arasındaki farkların bu ilerlemeyi sınırladığı gözlemlenmektedir. Çalışmada, Türkiye’nin küresel insani gelişme endeks ortalaması ile kıyaslanması yapılarak, ülkenin insani kalkınma açısından güçlü ve zayıf yönleri tespit edilmiştir. Türkiye’nin küresel ortalama ile arasındaki fark, sağlık hizmetlerine erişim, eğitimin yaygınlığı ve ekonomik sürdürülebilirlik gibi faktörler temelinde değerlendirilmektedir. Bu bağlamda, insani güvenliğin alt unsurları olan ekonomik güvenlik, gıda güvenliği, sağlık güvenliği, çevresel güvenlik, bireysel güvenlik, toplumsal güvenlik ve siyasi güvenlik unsurları ele alınarak, insani gelişme endeksi ve eşitliğe uyarlanmış insani gelişme endeksi göstergeleriyle ilişkisi irdelenmiştir. Sonuç olarak, Türkiye’nin insani gelişme endeksi skorunda kaydettiği ilerlemeye rağmen, eşitsizliklerin devam ettiği ve belirli insani güvenlik alanlarında kırılganlıkların sürdüğü ortaya konulmaktadır. Bu kapsamda, çalışmada eşitsizliklerin azaltılması, sosyal politikaların güçlendirilmesi ve insani güvenliği artırmaya yönelik öneriler sunulmaktadır.

TÜRKİYE’S HUMAN DEVELOPMENT INDEX: AN ASSESSMENT FROM A HUMAN SECURİTY PERSPECTİVE

Abstract

This article presents an analysis from a human security perspective by evaluating Türkiye’s human development calendar and inequality-adjusted human database (EU-HDI) scores between 1990-2022. Türkiye’s human development indicator was shown in a show over the years with developments in education, health and income levels. However, it is observed that the inequality-adjusted values are inaccurate, and the differences between social segments limit this progress. In the study, Türkiye’s global people were compared with developed indices, and the country’s strengths and weaknesses in terms of human development were determined. The difference between Türkiye and the global average is evaluated based on factors such as access to health services, prevalence of education and economic sustainability. In this context, the sub-elements of human security, namely economic security, food security, health security, power security, individual security, social security and political security, were addressed and associated with relations with human development indicators adapted to human development and equality. As a result, despite the progress made in Türkiye’s human development score, it is revealed that inequality continues and certain human security vulnerabilities have emerged. Suggestions are presented for reducing this potential, vulnerabilities, distributing social resources and increasing human resilience.
