NEOLIBERALISM AND THE MINIMAL STATE: THE TRANSFORMATION OF THE CONCEPTION OF THE MINIMAL STATE FROM THE WASHINGTON CONSENSUS TO TODAY

Abstract

The Washington Consensus, which expresses the policy principles that should be implemented to ensure the development of developing countries in line with neoliberal policies, aims to develop the free market understanding and to replace state interventionism with the minimal state. The Washington Consensus, which is identified with neoliberalism, was soon followed by second-generation reform policies called the Post Washington Consensus. With the Post Washington Consensus, the state was given the role of regulator for the markets to work effectively. Later, with the 2008 Global Crisis and the Covid-19 Pandemic, the minimal state understanding has changed significantly. The aim of the study is to critically address the process of change and transformation that the minimal state understanding has undergone from the Washington Consensus to the present day. The claim of the study is that the validity of the minimal state understanding has become debatable today and that the state has strengthened its position and interventionist aspect as an important actor of the neoliberal market system. In the context of the prominence of alternative state understandings and the gradual strengthening of state interventionism, the validity of the minimal state understanding has been discussed both theoretically and in the context of different country practices. Consequently, it has been observed that the concept of the minimal state has largely lost its validity today.

NEOLİBERALİZM VE MİNİMAL DEVLET: WASHİNGTON KONSENSÜSÜ’NDEN GÜNÜMÜZE MİNİMAL DEVLET ANLAYIŞININ DÖNÜŞÜMÜ

Abstract

Gelişmekte olan ülkelerin neoliberal politikalar ekseninde kalkınmalarını sağlamak için uygulanması gereken politika ilkelerini ifade eden Washington Konsensüsü, serbest piyasa anlayışını geliştirmeyi ve devlet müdahaleciliği yerine minimal devleti yerleştirmeyi amaçlamaktadır. Neoliberalizmle özdeşleştirilen Washington Konsensüsünü kısa süre içinde Post Washington Konsensüsü adı verilen ikinci kuşak reform politikaları izlemiştir. Post Washington Konsensüsü ile piyasaların etkin çalışabilmesi adına devlete düzenleyici olma rolü yüklenmiştir. Daha sonra 2008 Küresel Krizi ve Covid – 19 Salgınıyla minimal devlet anlayışı büyük ölçüde değişmiştir. Çalışmanın amacı, Washington Konsensüsü’nden günümüze minimal devlet anlayışının geçirdiği değişim ve dönüşüm sürecini eleştirel bir tutumla ele almaktır. Çalışmanın iddiası, günümüzde minimal devlet anlayışının geçerliliğinin tartışmalı hale geldiği ve devletin neoliberal piyasa sisteminin önemli bir aktörü olarak konumunu ve müdahaleci yönünü güçlendirdiğidir. Çalışmada alternatif devlet anlayışlarının öne çıkması ve giderek devlet müdahaleciliğinin güçlenmesi bağlamında minimal devlet anlayışının geçerliliği hem teorik açıdan hem de farklı ülke uygulamaları bağlamında tartışılmıştır. Sonuç olarak, günümüzde minimal devlet anlayışının geçerliliğini büyük ölçüde yitirdiği gözlenmiştir.
