GEÇİŞ EKONOMİLERİ VE YENİ KURUMSAL İKTİSAT’IN YENİDEN YÜKSELİŞİ

Abstract

Merkezi planlamaya dayalı sosyalist sistemden serbest piyasaya dayalı kapitalist sisteme geçiş her şeyden önce son derece büyük ve bir o kadar da karmaşık kurumsal bir dönüşümü ifade etmektedir. Bu dönüşümü yaşayan ekonomilere ilişkin akademik çalışmaların özellikle sürecin başlangıcında kurumları göz ardı etmesi, hakim neoklasik paradigma içindeki eksikliğin bir sonucudur. Bu eksiklik, 90’lı yılların ortalarından itibaren yeniden yükselen ve kurumları temel değişken olarak analize katan Yeni Kurumsal İktisat YKİ akımıyla giderilmeye çalışılmaktadır. Çalışmada, yapısı itibarıyla çok boyutlu geçiş sürecinin, yine özü itibarıyla disiplinlerarası bir karaktere sahip YKİ ile çok daha tutarlı ve tatmin edici bir alternatif yaklaşıma kavuştuğu ortaya konmaya çalışılmaktadır.

TRANSITION ECONOMIES AND THE RE-EMERGENCE OF THE NEW INSTITUTIONAL ECONOMICS

Abstract

Transition from the socialist system that is based on central planning to the capitalist system that is based on free market involves, above all, a great and complex institutional transformation. The fact that academic studies examining economies that underwent such a transformation have ignored “institutions” especially at the beginning of this process is a result of a shortcoming in the dominant neoclassical paradigm. This shortcoming is tried to be eliminated through The New Institutional Economics NIE approach attempted to eliminate this shortcomings, which started to rise again after the mid-90s and included institutions as the main variable of its analys’s .The aim of this study is to demonstrate that the transition process, which is structurally complex, has gained a much more consistent and satisfying approach with NIE, which is of an interdisciplinary character
