Corporate Social Responsibility as a Tool of Neoliberal Governance in Turkey

Abstract

This paper considers CSR as a tool of neoliberal governance and examines the CSR activities in Turkey from this perspective. Relying on four axis, the paper argues that CSR is considered as a tool of neoliberal governance: First, CSR activities can be seen as complementary to ‘the minimal state’ claim of neoliberal politics. Secondly, CSR activities function as a tool to integrate local economies into the global economy with the help of the international organizations. Thirdly, these practices are considered as a solution to the financial, ecological and legitimacy crisis of neoliberalism. Fourth, philanthropic approach associated with CSR is seen as a strategy of dealing negative effects of neoliberal economy.

Türkiye’de Neoliberal Yönetişimin Aracı Olarak Kurumsal Sosyal Sorumluluk

Abstract

Bu makalede Kurumsal Sosyal Sorumluluk (KSS), neoliberal yönetişimin bir aracı olarak ele alınmaktadır ve Türkiye’deki KSS pratiği bu çerçeveden incelenmektedir. Makale, dört eksen temelinde KSS’nin neoliberal yönetişimin bir aracı olarak değerlendirilebileceğini ileri sürmektedir: Birincisi, KSS neoliberal politikaların ‘minimal devlet’ savının tamamlayıcısı olarak ele alınabilir. İkincisi, KSS faaliyetlerinin uluslararası kuruluşların yardımıyla yerel ekonomileri küresel, neoliberal ekonomiye entegre etmede önemli bir işlevi vardır. Üçüncüsü, KSS faaliyetleri neoliberalizmin finansal, ekolojik ve meşruiyet krizine bir çözüm olarak sunulmaktadır. Dördüncüsü, KSS’nin hayırseverlik boyutu, neoliberal ekonominin olumsuz etkileriyle başa çıkma stratejisi olarak görülebilir.
