Cinsiyete Duyarlı Bütçelemenin Kadın Yoksulluğuna Etkisi: Kanada Örneği

Abstract

Bu çalışma, yoksullukla mücadelede cinsiyete duyarlı bütçelemenin dönüştürücü etkisini Kanada örneği üzerinden incelemeyi amaçlamaktadır. Yoksulluk kavramı yalnızca gelir yoksunluğuyla açıklanamayacak kadar çok boyutlu bir olgu olup, toplumsal cinsiyet ilişkileri hem yoksulluğun nedenleri arasında yer almakta hem de yoksulluk sürecinin sonuçlarını derinleştirmektedir. Kadınların yoksulluk deneyimleri ise özellikle bakım emeğinin görünmezliği, işgücü piyasasındaki eşitsizlikler ve sosyal güvenlik mekanizmalarına sınırlı erişim nedeniyle erkeklerden farklılaşmaktadır. Bu bağlamda, kamu maliyesi araçlarının ve özellikle bütçeleme süreçlerinin cinsiyet perspektifiyle yeniden tasarlanması sosyal adaletin inşasında stratejik bir önem taşımaktadır. Cinsiyete duyarlı bütçelemeyi Kanada uygulaması üzerinden ele alan bu çalışma, kamu politikalarında toplumsal cinsiyet perspektifinin kurumsallaştırılmasının kadınların yaşam fırsatlarını genişleten somut çıktılar ürettiğini ortaya koymaktadır. İncelenen model, kadınların ekonomik kaynaklara erişimini güçlendiren, kamusal hizmetlere katılımını artıran ve sosyal koruma mekanizmalarını daha kapsayıcı bir çerçeveye taşıyan bütüncül bir yönetişim yaklaşımı sunmaktadır. Kanada deneyiminden elde edilen nitel bulgular, cinsiyete duyarlı bütçelemenin yalnızca eşitlik odaklı normatif bir tutumdan ibaret olmadığını; aynı zamanda kadınların toplumsal konumunu iyileştiren ve politika sonuçlarını dönüştüren etkili bir araç olduğunu göstermektedir.

The Effect of Gender-Sensitive Budgeting on Women’s Poverty: The Case of Canada

Abstract

This study aims to examine the transformative impact of gender-responsive budgeting in the fight against poverty, using the case of Canada as a reference point. Poverty is a multidimensional phenomenon that cannot be explained solely by income deprivation; gender relations both contribute to the causes of poverty and exacerbate its consequences. Women's experiences of poverty differ significantly from those of men, particularly due to the invisibility of care work, inequalities in the labor market, and limited access to social security mechanisms. In this context, the redesign of public finance instruments—especially budgeting processes—from a gender perspective holds strategic importance in the pursuit of social justice. This study, which examines gender-responsive budgeting through the Canadian case, demonstrates that institutionalizing a gender perspective in public policy processes generates tangible outcomes that expand women’s life opportunities. The model under review offers a comprehensive governance approach that strengthens women’s access to economic resources, enhances their participation in public services, and advances social protection mechanisms toward a more inclusive framework. The qualitative evidence derived from the Canadian experience indicates that gender-responsive budgeting is not merely a normatively driven commitment to equality; it also functions as an effective instrument that enhances women’s social standing and transforms policy outcomes.
