AN ALTERNATIVE FINANCING METHOD OF THE ENVIRONMENT AS A GLOBAL PUBLIC GOODS: INTERNATIONAL SOCIAL REGULATIONS
Abstract
Environment is a global public good all the world use commonly. Finance
of the "environment" that effusing beyond national borders with the
benefits and costs is a problematic field. Public and private financial
resources, partnerships and methods for internalizing externalities are
traditional financing methods of global public goods of environment. However, financing
the environment with traditional financing methods can not be done at the
desired level. At this point, as an alternative method "international
social regulations" can be recommended. Because, legislative regulation
and standards which are appears in the form of social regulations, increases
the presentation level of environmental global public goods by preventing or
eliminating environmental damage/pollution. The aim of this study is to explain
that regulatory policies which are defined as social regulations in the
environmental field has the potential to be a method of financing for global
public goods of environment.
