TÜRKİYE'DE KAMU SEKTÖRÜNDE YENİ YÖNETİM FELSEFESİ: KAYNAK KULLANIMINDA ETKİNLİK AÇISINDAN BİR DEĞERLENDİRME

Abstract

Since the year 2002, Turkey experienced a series of rectifications involving puclic sector from the perceptives of new public management theory. These rectifications are aiming to enhance the allocative efficiency in Turkish public sector. The purpose of this study is to evaluate the impacts of the rectifications on allocative efficiency. It is concluded that the rectifications, such as Public Financial Management and Control Law article no.5018, that are aiming to enhance the allocative efficiency of the Turkish public sector have negative impacts on the allocative efficiency via transaction costs. It is also concluded that the main hurdles aganist efficiency enhancing policies are the lack of social capital, the difficullties in determining the performance indicators and the administrative structure of Turkey

Abstract

Yeni kamu yönetimi anlayışı çerçevesinde 2002 yılından bu yana Türkiye'de kamu sektörüne ilişkin birtakım yeni düzenlemeler yapılmaktadır. Düzenlemelerin temel amacı kamu sektöründe tahsis etkinliğinin iyileştirilmesidir. Bu çalışmada sözü edilen yeni düzenlemelerin kaynak tahsis etkinliği üzerine etkilerinin bir değerlendirilmesinin yapılması amaçlanmaktadır. Bu bağlamda kamu mali yönetimi kontrol kanunu gibi düzenlemelerle yapılmaya çalışılan reformların piyasa dışı işlem maliyetlerini artırmak suretiyle beklenen etkinlik artışlarını gerçekleştiremediği değerlendirilmesi yapılmaktadır. Etkinlik artışları önündeki engellerin sırasıyla sosyal sermayenin azlığı, kamu sektöründe performans göstergelerinin tespitinde karşılaşılan güçlükler ve Türkiye'nin idarî teşkilatlanma şekli olduğu tespit edilmiştir
