The Impact of Regional Public Expenditures on Unemployment: The Case of Turkey

Abstract

In this study, the relationship between regional unemployment rate and public expenditures in Turkey has been investigated by panel autoregressive distributed lag (ARDL) method. The panel data consists of 26 Development Regions of Turkey for the period 2004-2018. In order to analyse the long-run relationship between variables, stationary is tested by panel unit tests, then cointegration is estimated. According to the results of Panel ARDL-PMGE, 1% increase in public expenditures reduced the regional unemployment by 0,043% in the long run. On the contrary, 1% increase in public expenditures increased the regional unemployment by 0,043% in the short run. The result of this study show that Abrams curve hypothesis is valid in the short run, while the Keynesian approach is valid in the long run.

Bölgesel Düzeyde Kamu Harcamalarının İşsizlik Düzeyi Üzerindeki Etkisi: Türkiye Örneği

Abstract

Bu çalışmada, Türkiye’de 26 Kalkınma Bölgesi dikkate alınarak kamu harcamaları ve işsizlik düzeyi arasındaki ilişki panel ARDL yöntemiyle 2004-2018 dönemi yıllık verileri ile incelenmiştir. Değişkenler arasındaki uzun dönemli ilişkinin incelenebilmesi için birim kök testleri ile durağanlık sınaması yapılmış, sonrasında ise uzun dönemli ilişkinin varlığı panel eşbütünleşme testleri ile saptanmıştır. Uzun ve kısa dönem katsayıların tahmini Panel ARDL metoduna dayalı Havuzlanmış Ortalama Grup Tahmincisi (PMGE) ile gerçekleştirilmiştir. Panel ARDL-PMGE sonuçları, uzun dönemde kamu harcamalarındaki %1’lik artışın işsizlik oranını %0,043 oranında azalttığını, kısa dönemde ise kamu harcamalarındaki %1’lik artışın işsizlik oranını %0,75 düzeyinde artırdığını ortaya koymaktadır. Araştırmanın bulguları, Türkiye’de bölgesel düzeyde kısa dönemde Abrams Eğrisi Hipotezi’nin, uzun dönemde ise Keynesyen Yaklaşım’ın geçerli olduğunu göstermektedir.
