Kent Planlamasında Ekosistem Hizmetlerinin Rolü

Abstract

Dünya nüfusunun yaklaşık yarısının kentlerde
yaşaması, nüfus artış hızının yükselmesi, beraberinde gelen hızlı kentleşme ve
kentsel alanların büyümesi hem büyük kentsel yığınların ortaya çıkmasına hem de
ekosistemler üzerindeki baskının artmasına neden olmaktadır.
Doğanın,
insan refahını desteklediği farklı yolları ifade eden bir terim olan “ekosistem
hizmetleri” büyük ölçüde ekosistemlerin işleyişine bağlıdır. Ekosistem
hizmetleri;
insanlara ekosistem fonksiyonlarından sunulan faydalar veya
insanların refahı için ekosistemlerin doğrudan ve dolaylı katkılarıdır. Ayrıca
ekosistem hizmetleri doğanın gerçek değerini öğrenmek; yaşamımıza kattığı
zenginliği, rakamlarla ölçülemeyen değerleri tanımamızı sağlamaktadır. 
Kentsel
alanlarda yaşanan baskılar, ekosistemlerden ayrıştırılan kentsel toplum
anlayışına neden olurken; doğal sermaye ve ekosistem hizmetlerine ilişkin
talepler, kentsel alanlarda giderek artmaktadır. Kentsel alanlardaki ekosistem
hizmetlerinin fonksiyon ve bileşenleri, hizmetlerin ekolojik açıdan değerlendirilmesinin
bir özetidir. Kentsel ekosistem hizmetleri, ekolojik açıdan önem taşımakla
birlikte; ekonomik, sosyal ve kültürel açıdan da önem arz etmektedir. 
Bu
çalışmanın amacı; ekosistem hizmetlerine dayalı, yüksek ekolojik değere sahip
kentlerin önemini ortaya koymaktır. Bu bağlamda “ekosistem hizmetleri” kavramı
taranan literatürler ışığında detaylı olarak açıklanmış; ekosistem hizmetlerine
dayalı kent planlamasını benimseyen üç örnek kent incelenmiştir. 
Ekosistemler ve insan refahı arasındaki bağlantılara
odaklanan ekosistem hizmetleri ile başarılı uygulamalar gerçekleştirilmesi için
hizmetlerin kentsel planlama kademelerine entegre edilmesi gerekmektedir. Sonuç
olarak; planlama sürecinde en üst ölçekten kent ölçeğine kadar ekolojik
yaklaşım temelli planlama ve tasarım ilkeleri oluşturulmalı; her kademede bu
yaklaşımın ekolojik, ekonomik ve sosyo-kültürel hizmetleri ortaya konulmalıdır.
Kent planlamasında kentin, doğal ve kırsal alandan ayrılamayan bir ekosistem
olduğu esasına dayanılarak, doğal ekosistemin kent içerisindeki sürekliliği
sağlanmalıdır.

The Role Of Ecosystem Services In Urban Planning

Abstract

Half of the world population living in urban areas and the population growth coming with fast urbanization and growing urban areas, create urban masses and increase the pressure on ecosystems. The term “Ecosystem Services”, which defines the different ways that nature supports human welfare is mostly dependent on mechanism of ecosystems. Ecosystem services are the benefits offered by ecosystem functions to people or the direct and indirect contribution of ecosystems to the welfare of the people. In addition, ecosystem services make us learn the true value of nature; and understand the riches added to our lives by nature and comprehend the values immeasurable by numbers. While the pressures in urban areas lead to the understanding of urban society that is separated from ecosystems; The demand for natural sources and ecosystem services is increasing in urban areas. The function and components of ecosystem services in urban areas are a summary of the ecological assessment of services. Urban ecosystem services, together with ecological importance; Economic, social and cultural aspects are also important. The aim of this study is; to demonstrate the importance of cities with high ecological value and based on ecological services. In this context, the concept of "ecosystem services" is explained in detail in the light of the literature surveyed; Three cities that adopt urban planning based on ecosystem services have been examined. Ecosystem services that focus on links between ecosystems and human well-being need to be integrated into the urban planning stages of services in order to achieve successful implementations. As a result; Planning and design principles based on ecological approach from top scale to urban scale should be established in the planning process; Ecological, economic and socio-cultural services of this approach should be presented at every level. Based on the idea that the city is an ecosystem that can not be separated from the natural and rural areas in the urban planning, the sustainability of the natural ecosystem in the urban should be ensured.
