The journal’s research ethics, publication ethics and legal/special permission requirements, together with the ethical responsibilities of authors, reviewers and editors, are explained in detail on the “Research and Publication Ethics” page. This page sets out the journal’s publication policy and its evaluation and peer review processes.
Publication Policy
Dicle University Journal of Economics and Administrative Sciences is an open-access, peer-reviewed scientific journal published twice a year (May – November). The journal accepts articles written in Turkish and English from disciplines such as Political Science and Public Administration, Economics, Business Administration, Finance, International Relations, Labor Economics and Industrial Relations, Healthcare Management, Tourism Management, International Trade and Logistics, Econometrics and Social Services. No fee is charged from authors at the submission or publication stage. All works published in the journal are licensed under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) License.
Evaluation Process
Manuscripts to be submitted must not have been previously published elsewhere and must be prepared in accordance with the journal’s writing rules. The language of the journal is English and Turkish; for manuscripts submitted in Turkish, authors must provide an English abstract. After editorial evaluation, the submitted manuscript is sent to at least two reviewers under the double-blind peer review system, and studies are evaluated by confidential, independent and expert reviewers. Manuscripts may be published with the positive opinion of at least two reviewers. The evaluation process is completed as quickly as possible.
Peer Review Process
All manuscripts submitted to Dicle University Journal of Economics and Administrative Sciences are subject to a double-blind peer review process, in which the identities of both authors and reviewers are kept confidential.
Preliminary Evaluation
During the preliminary evaluation, all submitted manuscripts are checked using similarity (plagiarism) software; manuscripts with a similarity ratio above 20% are returned to the author(s). Manuscripts are then carefully checked for compliance with the journal’s template and writing rules and for the complete and accurate submission of the requested forms. Manuscripts passing these stages are referred to the Editor-in-Chief to be taken into the blind review process.
Editorial Evaluation
The Editor-in-Chief, together with the relevant field editor, decides whether the manuscript will be taken into the review process. At this stage, manuscripts deemed insufficiently original, to have serious conceptual and/or methodological flaws, or to be written in an inadequate language may be rejected. Manuscripts found suitable for review are transferred to the field editor to be sent to at least two reviewers who are experts in their field and work at different universities; if there is no editor in the relevant field, the process is carried out by the Editor-in-Chief.
Peer Review
In the double-blind peer review process, the information of both authors and reviewers is kept confidential; therefore, it is important that authors do not include their identifying information directly or indirectly in their manuscripts. The reviewer database is continuously updated, and reviewers are assigned in consideration of their areas of expertise. At least two positive reviewer reports are required for a manuscript to be published. If one of the reviewers rejects the manuscript, it is sent to a third reviewer; in the case of one rejection and one major revision decision, the editorial board has the right to reject the manuscript or to send it to a third reviewer. Reviewers may request minor or major revisions; in this case, the manuscript is sent to the author for the relevant corrections. Reviewers are given 15 days to evaluate a manuscript; this period may be extended a maximum of two times. If no response is received from a reviewer, a new reviewer is assigned and the process begins again.
Final Evaluation
For manuscripts that reach the publication stage with positive reviewer opinions, the final decision is made by the Editor-in-Chief, and the editor’s decision is communicated to the author(s) together with the reviewers’ recommendations. Language editors review the manuscript, and after any necessary language/spelling corrections are made by the author, the manuscript is taken into the publication process. The layout and typesetting of accepted manuscripts are completed, and the manuscript is published in the appropriate issue in order.
Withdrawal Process
If authors notice any problem in their work during the publication process or in their published work, they must contact the journal editor. Authors wishing to withdraw their work must send a Withdrawal Petition bearing the signature of each author to the e-mail address indicated on the Journal Contact page. The opinion of the editor and editorial board regarding the manuscript will be communicated to the authors within 15 days. If the editor and editorial board detect copyright infringement or plagiarism in a study under evaluation, they will carry out the withdrawal within 15 days. The withdrawn article will be announced on the journal page; information about the withdrawn article will be provided in the first issue published after the withdrawal, and the reason for withdrawal will be reported to the institutions and organisations in which the journal is indexed.
