Open Access is that publications are freely available to anyone online with few restrictions on reuse. The unrestricted dissemination of research is especially important to authors, readers, and funders.
Dicle University Journal of Faculty of Veterinary Medicine has signed the Budapest Open Access Declaration.

“Open Access” is an all-encompassing term that encompasses both Gratis and Libre Open Access. More than 20 years ago, Open Access meant content available for free with no added price. This type of Open Access is now referred to as Free Open Access. Over time, as the concept of open access became more widely accepted, there was a need to be clearer about what users were allowed to do with content, which meant that users' rights had to be clearly stated. This type of Open Access has no price barriers and at least removes some permission barriers and Libre is referred to as Open Access. There are different levels of reuse permissions such as commercial use for reuse and translation creation, etc. (as specified in six different Creative Commons licenses for example). Different Libre Open Access types are also available (https://blog.doaj.org/2020/11/17/what-does-doaj-define-as-open-access/ ).
