Kamu Yatırımları ve Bölgesel Eşitsizlik: Bir Nedensellik Analizi, 1975-2001.

Abstract

Bu çalışmada Türkiye’de kamu yatırımları ile bölgesel eşitsizlik arasındaki ilişki 1975-2001 dönemi için incelenmiştir. Öncelikle kamu yatırımlarının ve ulusal GSYİH’nın iller arasında hangi ölçüde eşitsiz dağıldığı Gini indeksi yardımıyla hesaplanmış, daha sonra bu indeks değerlerine Johansen eş-bütünleşme ve Granger nedensellik testleri uygulanmıştır. Elde edilen bulgulara göre kamu yatırımlarının iller arasındaki dağılımı ile GSYİH’nın iller arasındaki dağılımı arasında bir eş-bütünleşme söz konusudur. Ancak bu uzun dönemli ilişki, kamu yatırımlarından bölgesel eşitsizliğe doğru tek yönlüdür. Aynı şekilde, Granger nedensellik testleri de kısa ve uzun dönemde yalnızca kamu yatırımlarının bölgesel eşitsizliği etkilediğine işaret etmektedir. Bu bulgular, Türkiye’de kamu yatırımlarının bölgesel eşitsizliklerde önemli bir faktör olduğunu göstermektedir

Public Investments and Regional Inequality: A Causality Analysis, 1975-2001

Abstract

In this study, it has been investigated the relationship between public investments and regional inequality for the 1975-2001 periods. Firstly, inequality in provincial public investments and GDP was accounted by using Gini index, and then these indexes have been analyzed by Granger causality and Johansen co-integration tests. According to results, there is a co-integration relationship between distribution of provincial public investments and GDP. But this relationship is one-way from public investments to provincial incomes. Furthermore, Granger causality tests indicate that only inequality in public investments cause regional inequality in the short and long run. These results can be interpreted that public investments have important impacts on regional imbalances in Turkey
