BİR KAMU MALI OLARAK SOSYAL SERMAYE VE YOKSULLUK İLİŞKİSİ

Abstract

Son zamanlarda sosyal sermaye kavramı gerek sosyolojik ve gerekse ekonomik teoride ele alınmakta ve günlük kullanılan bir kavram haline gelmektedir. Özellikle ekonomik açıdan kavram, ekonomik büyüme, gelişme ve verimlilik konularına odaklanmıştır. Bu açıdan sürdürülebilir ekonomik büyüme ve gelişme için çok geniş bir çerçeve sunduğu söylenebilir.Bu çalışmada sosyal sermayenin toplumun performansını uzun dönemde
etkileyen bazı kaynakların kullanılması ile elde edildiği kabul edilmektedir. Bu
nedenle, sosyal sermayenin çıktıları itibariyle bir kamu malı olduğu varsayımı
yapılacaktır. Kamu malı niteliği ile soysal sermayenin her bir çıktısı toplumdaki
bireylere çeşitli şekillerde ulaşmakta ve fayda sağlamaktadır. Yoksulluğu
azaltmaya yönelik müdahaleler ise doğası gereği sadece yoksulluk üzerinde
değil, toplumdaki formal ya da informal kurumlar ile toplumdaki farklı sosyal
ağları da olumlu olarak beslemektedir. Nitekim çalışmada sosyal sermaye ile
yoksulluk arasındaki ilişkiler incelenmeye çalışılmaktadır.

SOCIAL CAPITAL AS A PUBLIC GOOD AND ITS RELATIONSHIP WİTH POVERTY

Abstract

In recent years, the concept of the social capital has become one of the most popular exports from sociological and economical theory into everday language. Espacially, in economics concept focuses on the economic growth, development and productiviness. It’s concequences in the broader framework for sustanable economic growth and development. In this study social capital accepted as the result of the use of some resources benefits of which can influence the performance of the community for a long period of time. For these reasons, the outcomes of social capital are assumed to the nature of a public goods. Being a public good, each outcomes of social capital distribute many different types of benefit to all members of the community. Whatever their nature is interventions to reduce poverty should be designed not only to have an immediate impact on poverty, but also to foster a rich network of cross-cutting ties within society and between society's formal and informal institutions. This paper tries to present these relationships between social capital and poverty
